SAN DIEGO (CNS) - Four men allegedly bringing several dozen pounds of drugs through the coastal North County were arrested today following a road chase from Solana Beach to Carlsbad, authorities said.The pursuit began about 10:30 a.m., when detectives tried to pull over a vehicle with five people in it on Interstate 5 near Lomas Santa Fe Drive, according to sheriff's officials.The driver refused to yield, continuing on to the north for about four miles before exiting onto Encinitas Boulevard, Sgt. Bill Kerr said.There, one of the passengers, 24-year-old Gabriel Albert Delosreyes, got out of the vehicle and allegedly made a futile attempt to escape on foot.As deputies chased down Delosreyes, the fleeing driver -- later identified as Juan Manuel Villalobos, 28 -- got back onto I-5 and went north for several more miles, then exited at La Costa Avenue and headed east along the southern shoreline of Batiquitos Lagoon, Kerr said.Reaching a residential area off Levante Street and Caminito Monarca, just east of El Camino Real, Villalobos pulled over, jumped out of the vehicle and ran off with his remaining companions.One of the four, an unidentified woman, managed to escape, but deputies quickly captured Villalobos along with cohorts Marcos Martinez, 34, and 26-year-old Eddie Anthony Navarro.Inside the trunk of the car Villalobos had been driving, deputies found a truck tire with 25 1/2 pounds of methamphetamine stashed inside it, according to Kerr."Small amounts of other drugs were also found on the suspects,'' the sergeant said.The arrestees were expected to face various criminal charges, including possession of an illicit narcotic for sale, illegal transportation of a controlled substance and conspiracy. 1736

SAN DIEGO (CNS) - A San Marcos man was behind bars Monday for allegedly driving under the influence of alcohol and causing a crash that killed a woman in his car.Ramos Santos, 37, lost control of his 2002 Honda Civic at the intersection of Aviara Parkway and Cobblestone Road in Carlsbad around 6 p.m. Sunday, sending it smashing into a light pole, according to police.Santos' 41-year-old passenger died at the scene, Lt. Christie Calderwood said. SAN DIEGO (CNS) - City officials broke ground Monday on the Bay Terraces Senior Center, a project that local residents have advocated for since the 1990s. Mayor Kevin Faulconer and Councilmembers Monica Montgomery and Chris Cate were on hand to mark the beginning of construction on the 3,400-square-foot facility. Once completed, the million senior center is set to include amenities such as a multipurpose room and a commercial kitchen. The facility will serve seniors in Paradise Hills, Bay Terraces and Skyline, according to the city. ``A decade ago, city leaders laid down a thin layer of gravel in preparation for a senior center in southeastern San Diego that was promised but never delivered,'' Faulconer said. ``Today we are making good on that promise and building a center that will be as great as the communities it will serve.'' Faulconer revived the project in 2016 and city officials expect it to be the city's first building to produce as much energy as it uses by leveraging solar panels on the facility's roof. SAN DIEGO (CNS) - Drug use among teens booked into San Diego Juvenile Hall reached its highest rate since 2000, with 62% of those interviewed testing positive for an illicit substance last year, up 4% from the previous year, according to a report released Monday.According to the San Diego Association of Governments, 57% of 109 juveniles interviewed in 2019 tested positive for marijuana, also the highest rate since 2000 and an increase of 2% compared to 2018.Ninety-two percent of interviewees reported trying marijuana, compared to 86% for alcohol and 70% for tobacco, according to the SANDAG report. Overall, 93% of juveniles reported trying some kind of illicit substance.Nearly 60% of respondents also said marijuana was the first substance they had tried, compared to 27% for alcohol and 12% for tobacco.Overall, those who had used marijuana, alcohol and tobacco reported getting started at or before age 13 1/2, on average.Just over three-quarters of the youth interviewees reported having tried vaping, and 49% reported vaping at school. The most commonly used substances were flavored nicotine, 90%, marijuana/THC, 73%, and non-flavored nicotine, 26%.When asked to rank how harmful they thought specific drugs were on a four-point scale, 17% of respondents said marijuana was "very bad" or "extremely bad"; 58% thought tobacco was "very bad" or "extremely bad" and 37% said alcohol belonged in those categories.Nearly 60% reported that they did not view vaping as harmful and 39% thought vaping was less harmful than smoking cigarettes.Among other findings:-- 91% of those interviewed said it was easy, or very easy, to obtain marijuana; 79% of those interviewed said the same about alcohol and 93% said the same of tobacco-- 42% reported abusing prescription or over-the-counter drugs, with 81% of those reporting that they had used tranquilizers, such as Xanax, and 50% saying they had tried codeine-- 50% reported prescription drugs were "very easy" or "easy" to obtain, down from 70% in 2017-- 11% of interviewees tested positive for methamphetamine, up from 10% in 2018 2093
