DECATUR TOWNSHIP, Ind. — More than 30 states have laws or local ordinances that prevent drivers from warming up their car without being inside of it, but it’s legal in Indiana – and every year, Hoosier drivers pay the price.“My husband started my car up for me to take my son to school and I came back out and my car was gone,” said Stacy Smith.Smith said her van had only been sitting in the driveway of her Indiana home and running for about 15 minutes. But that’s all it took for a thief to jump inside and drive away.Car thefts are all too common in Indianapolis. Over the past week, police have taken reports for at least 139 different incidents. Of those, at least 10 were listed as either warming up or running at the time they were stolen.Smith, who works for the Department of Corrections, says she’s been starting her car and letting it idle in the driveway for years, but it only took one time for her to learn an expensive lesson.The thieves didn’t just get away with her van.“They took my duty belt – it has my handcuffs, my OC (pepper spray), had all my kid's car seats,” said Smith.Police are asking drivers to think twice about starting their vehicles to warm them, and if you want it warmed before you leave to make sure you’re inside of it when it’s on.The other option police suggest is using a remote start with a kill switch, in case something happens. DESCHUTES COUNTY, Ore. -- A missing Oregon baby was found naked and lying in the dirt by a detective last week near Bend, according to authorities.On May 10, deputies say a man, identified as Brandon Blouin, came out of the woods asking for law enforcement after losing his 1-year-old son.Blouin told deputies that he and the baby's 18-year-old mother, along with the child, were staying in the forest when the woman walked away and didn’t return.Blouin went looking for the woman. He told deputies he set the 1-year-old down and left him.Deputies say Blouin is believed to have been under the influence of a controlled substance when he decided to walk away.The child was found by the detective about one mile away from the vehicle the family had been staying in. The baby was found lying naked in the dirt, according to deputies. Blouin was arrested on several charges. 889

DEL MAR, Calif. (KGTV) -- The San Diego County Sheriff’s Department is investigating after someone vandalized a park in Del Mar. According to authorities, someone drove onto the grass at Shores Park and did donuts overnight Sunday. Due in part to recent rain, authorities say the incident left extensive damage. The park is used by students of The Winston School and by pet owners as an off-leash park. The City of Del Mar is working to fix the damage but it’s unclear how much the repairs will cost at this time. 522

Race officials say safety, for riders and horses, is the top priority for everyone. The Bing Crosby season is 15 days shorter than the summer season. Trainers say the Del Mar track is one the best because of San Diego's weather. "This track, especially in the fall, is the safest dirt track in the world," says trainer Bob Hess. Some politicians even suggested suspending racing there. "It's tens of thousands of jobs. It's a billion-dollar industry," says Harper. DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. "Secretary Kim's working group has brought the best and the brightest together to focus on the long- and short-term needs of the bluffs, and we're making significant strides."This summer, SANDAG will seek nearly million from the state's Trade Corridor Enhancement Program to complete construction of the fifth phase of bluff stabilization, which will include the installation of additional support columns along the bluffs, improved drainage infrastructure and new retaining walls.SANDAG was awarded million from the California State Transportation Agency and .6 million from the United States Department of Transportation earlier this year for future stabilization efforts. 2973
