The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court. They're currently operating at 50% capacity with closed common areas and a limited food court.Personal care businesses must move to outdoor operations after working indoors with modifications.Museums, zoos and aquariums will go to outdoors only after operating at 25% capacity indoors.RELATED: San Diego County wants SDSU's coronavirus cases nixed from case ratePlaces of worship and movie theaters will be held outdoors only, after operating at 25% capacity or 100 people.Gyms and fitness centers will also have to go outdoors only, after being open at 10% capacity indoors.Professional sports will remain the same and continue to operate but without live fans in stadiums.While the county's testing positivity has sat in the third tier (orange) for two weeks now, a county must meet both metrics for two weeks to move forward with less business restrictions."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. "The bad guys won't be registering their guns."Hauffen says registering the gun at the initial purchase is sufficient, but Marcus points out some transactions, like sales between private sellers and family, are hard to trace.State officials haven't released numbers, but it's estimated there are thousands - if not tens of thousands - of legally owned AR-15s in California. 1738

  

SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. According to a post on the Federal Business Opportunities website, MCAS Miramar is also looking to replace more than 24,000 feet of existing chain link fence, vehicle gates, and swing arm barriers.According to the site, “The project magnitude is ,000,000 to ,000,000.”"We're upgrading the fence line around the airfield itself, and it’s simply to ensure that our fence line is complying with the security requirements for the F-35,” said Brinkman. SAN DIEGO (KGTV) - Local supporters of both Joe Biden and Donald Trump were watching the election vote count closely throughout Friday.Ellen Nash, who heads the San Diego chapter of the Black American Association of Califorina, a minority advocacy group, put up her Biden/Harris yard sign about a month ago.During the election season, she helped organize a voter registration campaign. Since election night, it's been a constant case of the nerves."Incredibly excited, praying night and day," said Nash.Her eyes have been glued to the television and coverage of the vote count. Throughout Friday, her candidate edged closer to being declared the winner."I will feel relieved that the trauma is over. I'm speaking as a black woman who has been under significant trauma the last four years, in terms of some of the language and behavior of the leader of the free world. Hopeful change is coming," said Nash.There is no questioning her dislike of President Trump, but on this day, she is focused on the country’s future."I believe Biden can bring this country together. I believe he can help us heal as a nation," said Nash.It's a different opinion for local Trump supporter, Blake Marnell.During the campaign, Marnell garnered national attention for wearing a brick wall suit, illustrating his support of President Trump’s border security policy. Trump even called him up on stage, as Marnell attended some 15 rallies where the president appeared."He has the right to make these legal moves. He shouldn't be conceding ... mainstream media can do anything they want in terms of calling an election. That doesn’t make it so," said Marnell.Marnell backs Trump's vow to press on with recount and lawsuits involving his claims of voting fraud. After Trump spoke Thursday, some criticized him for alleging fraud but providing no evidence."It would be irresponsible to produce evidence of fraud in a press conference. The time and place for producing evidence would be in discovery in any court proceedings ... The vote count is not ideal, but I'm still hopeful," said Marnell.Marnell plans to attend a weekend Trump rally in Phoenix. He also attended a rally in Las Vegas Wednesday."I would go to show my support for the president. He has fought long and hard for us over the past for years, and I don’t intend to abandon the fight for him," said Marnell. 2355
