SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712
SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) -- Students have been released from school following reports of shots fired in the area around Kearny Senior High School Wednesday afternoon. According to San Diego Police, officers were alerted to the reports around 2:20 p.m. So far, no one has been taken into custody and police are still searching for a scene. Mesa College Drive is also closed from Ashford to Armory while police search the area. Kearny Senior High School is located on the 1900 block of Komet Way near San Diego Mesa College. 523
SAN DIEGO (KGTV) — The California Coastal Commission Wednesday signed off on a demonstration of the lighting project that would illuminate pillars of the Coronado Bay Bridge.The project will include installing lights along four pillars of the bridge, which will be tested during one week in June. Following the test, an environmental impact study will be conducted.The tests are part of a larger effort for a proposed artist-designed lighting project that would span 30 pillars of the 2.12-mile bridge. The Port of San Diego is trying to raise between - million to complete the project by 2022.At completion, the Port hopes to have a finished lighting display by artist Peter Fink, meant to serve as a gateway to the region and in a variety of scenarios using its programmable LED displays.
