HAIKOU, Jan. 28 (Xinhua) -- China's aviation authorities on Friday started to allow helicopters to fly in low-altitude airspace over the tourist island of Hainan on a trial basis for the first time. The aim is to eventually open a part of the country's tightly-controlled airspace to private aircraft.Four helicopters were manned by eight pilots from Shanghai-based Zhengyang Investment Group, a leading domestic firm in the general aviation industry. They are expected to conduct test flights in the sky, 1,000 meters above the ground in Hainan in the next two months.The flight test will collect data for low-altitude flying and test the ground control system's response to emergencies, said Zou Jianming, chairman of Zhengyang Investment Group.Hainan is the first place in China to conduct test flights of private aircraft in low-altitude airspace, said Jiang Sixian, deputy governor of the province. Domestic and foreign firms are both welcome to invest in Hainan's general aviation sector to develop world-class tourism here.China's low-altitude airspace is controlled by the Air Force and the Civil Aviation Administration of China (CAAC). Every private aircraft flight needs approval, and the procedure can take from one day up to a week.But last November, the State Council and the Central Military Commission said that part of the low-altitude airspace would be opened to promote the country's general aviation sector, including the purchase and use of private planes.General aviation refers to the part of the aviation industry that excludes flights for military, law enforcement and public transport. BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

WASHINGTON, April 25 (Xinhua) -- Study by scientists at the Rockefeller University shows that anti-inflammatory drugs reduce the effectiveness of the most widely used class of antidepressant medications, the selective serotonin reuptake inhibitors (SSRIs), taken for depression and obsessive-compulsive disorder and anxiety disorders.This discovery, published online Monday in the Proceedings of the National Academy of Sciences, may explain why so many depressed patients taking SSRIs do not respond to antidepressant treatment and suggests that this lack of effectiveness may be preventable.The study may be especially significant in the case of Alzheimer's disease. Such patients commonly suffer from depression and unless this can be treated successfully, the course of the illness is likely to be more severe. Depression in the elderly is also a risk factor for developing Alzheimer's Disease and researchers have suggested that treating depression in the elderly might reduce the risk of developing the disease.In the recent study, investigators treated mice with antidepressants in the presence or absence of anti-inflammatory drugs. They then examined how the mice behaved in tasks that are sensitive to antidepressant treatment. They found that the mice's behavioral responses to antidepressants were inhibited by anti- inflammatory/analgesic treatments.They then confirmed these effects in a human population. Depressed individuals who reported anti-inflammatory drug use were much less likely to have their symptoms relieved by an antidepressant than depressed patients who reported no anti- inflammatory drug use. The effect was rather dramatic since, in the absence of any anti-inflammatory or analgesic use, 54 percent of patients responded to the antidepressant, whereas success rates dropped to approximately 40 percent for those who reported using anti-inflammatory agents."Many elderly individuals suffering from depression also have arthritic or related diseases and as a consequence are taking both antidepressant and anti-inflammatory medications. Our results suggest that physicians should carefully balance the advantages and disadvantages of continuing anti-inflammatory therapy in patients being treated with antidepressant medications," leader author Paul Greengard said.

CANBERRA, April 14 (Xinhua) -- Scientists on Thursday expressed disappointment to the decision to cancel the long-running Australian Science Festival in Canberra.The festival has been operating during August for the past 19 years with free and ticketed science education activities.However, the festival organizers on Wednesday announced to halt this year's program after failing to secure support from the Australian Capital Territory state government in time to arrange events.According to Australian Science Communicators president, Jesse Shore, thousands of school children have attended the festival over its history to learn more about science as a career."It's encouraged other activities to join it, it was very important in getting National Science Week started, and that's stimulated a lot of other science communication activities," he told ABC News on Thursday.Shore said the decision to close it down is unfortunate as the event has been very influential and instrumental promoting science communications activities.He said he hopes that a number of people would gather together in a new partnership, with new ideas and hopefully a new funding base.
