(KGTV) - A company in Carlsbad is doing its part to help the animals injured by wildfires in Australia.Oska Wellness has donated ten of its patented Oska Pulse devices to animal hospitals in New South Wales."I have a cat and a dog, my daughter has a snake, we're animal lovers," says Dr. Jeff Marksberry. "So anything you can do personally or as an organization, we're going to do."The device uses electromagnetic pulses to help realign the ionic charges within damaged cells. "All of your cells in your body have a plus/minus. They work with electronic properties," says Dr. Marksberry. "When someone's injured, when they have pain, when there's inflammation, those things all change, those properties..."We use the pulsed electromagnetic field to realign those charges to heal the cells."The Oska Pulse has been used on humans since 2015, but Dr. Marksberry says they know for a fact that it works on koalas as well."There was a koala during the 2015 wildfires that made the news for not responding to any pain treatments," he explains. "Our founder donated one of the prototypes to the vets there. The koala had a great response. (KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month.The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. The meeting was organized to address the use of force and arrest of a Black man by officers on June 11.The police department previously released a video that juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw.RELATED: Police release body camera footage amid public concerns over officer misconductA witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545

Businesses are one step closer to growing their own marijuana in San Diego. The deadline to enter the lottery for those permits ended Wednesday afternoon. Bradley Fisher really has his hopes up. "I'm getting it," said Fisher. "I'll be one of the 40 forsure."  He applied for two permits Wednesday so his client can start growing their own pot. He submitted his paperwork ahead of the lottery deadline, which gives him a better chance of getting that permit down the road. His client already has a warehouse set up for production. "They're able to grow it and bring it right to the dispensary," said Fisher. "They can make baked items as well, cookies, cakes the whole nine-yards, and it's all legit because they'll have permits for it."But it's not a simple process. "They're gonna put like a mezzanine in the building, in the warehouse, ovens, and stuff like that, tons of lights," said Fisher. "Electric is going to be off the hook; water is going up there. It's very costly, but then again its very beneficial."The city is now reviewing those applications to make sure they meet their demands. "To make the cultivation center you need to be 1,000 feet from any schools, any churches, daycares, parks."Applicants can still apply for appointments Thursday even if they weren't part of the lottery. CAPE CANAVERAL, Fla. (AP) — SpaceX has launched a newer, bigger version of its Dragon cargo ship to the International Space Station. Sunday's liftoff from NASA's Kennedy Space Center marks the first time that Elon Musk's company has two capsules in orbit at the same time. This latest Dragon should reach the space station on Monday, joining the Dragon that delivered four astronauts last month. The 6,400-pound shipment includes Christmas treats and presents for the seven station residents. NASA isn't divulging any of the gifts, but roasted turkey and cranberry sauce are on the way. The recycled first-stage booster, meanwhile, landed on an ocean platform following liftoff. 686
