BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges.On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools.The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). CHANGCHUN, Aug. 2 (Xinhua) -- Floods have left 63 people dead and 59 missing in northeast China's Jilin Province over the past two months, local authorities said Monday.More than 4 million people have been affected since the flood season began in June and some 700,000 people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, about 62,000 houses have collapsed and 193,000 others have been damaged, along with 1.16 million hectares of cropland having been inundated, the statement said.Direct economic losses were estimated at almost 19 billion yuan (2.8 billion U.S. dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.In the industrial city of Tonghua, torrential rains have damaged water pipelines, leaving 300,000 people without tap water for two days.Residents have largely relied on bottled water over the past 48 hours as authorities ordered 25 fire trucks to deliver water for domestic purposes aside from drinking to residential communities from 5 a.m. to 8 p.m. everyday.About 1,700 tons of water had been delivered by truck, officials said.
