SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

Nothing will ruin your night more than finding out your car's been towed.That's exactly what's happened more than 1,000 times since the city converted Fifth Avenue to a three-minute passenger loading zone after 8 p.m. on Friday and Saturday nights in September 2016. "They really don't ask questions around here," said Vanessa Figueroa, who hands out fliers for Gaslamp BBQ on the corner of 5th and Island every Friday and Saturday nights. "If you're parked here, your car's gone."The city made the change to reduce gridlock, boost emergency response times, and make passenger drop-offs safer. But that's also meant a lot of towing. SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) -- It's survival of the fittest once again for gyms and fitness centers across the county as San Diego braces for stricter pandemic-related restrictions that go into effect Saturday.One gym preparing for the big shift is major chain 24 Hour Fitness. While members can't choose from their dozens of locations to workout, seven county locations will be open and offering outdoor equipment to members."We're committed to staying outdoors, staying safe, and the well-being of our members is the priority," said 24 Hour Fitness district manager John Amato.Amato told ABC 10News that member visits will be reservation based with 90-minute windows, minimized to 57 guests at a time.While many prepared for what's to come, others like gym owner Tom Green of Green Speed Training in Eastlake did the opposite. Instead of expanding his outdoor space for members, he doubled the square footage on the inside, even though guests won't be allowed to workout indoors until the county falls in a less restrictive tier."It's certainly risky, but I've always been kind of a risk taker and I go with my gut instinct, and if I feel good about it, I go for it," Green said.Since the COVID-19 pandemic began, Green said support from the Eastlake community along with members of his gym have helped keep things afloat and allowed him to upgrade indoor space."It's very supportive, and we have a lot of great clients who really support what we're doing,” said Green.Regardless, both gyms said they'll continue to be there for their clients no matter which tier San Diego slips into next."To get that one-hour workout in, and de-stress to stay healthy, that's what our goal is,” said Amato. 1691
