SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) - More than 100 homeless people will soon have a warm place to sleep at night. Thursday morning, the fourth bridge shelter opened its doors in East Village. Each shelter focuses on a different group of the homeless population. The new shelter, located on 17th St and Imperial Ave., is specific to high-risk people including the disabled, elderly, or those with medical conditions. “I can’t tell you in words, but it feels so good to get off this concrete,” says David Tharp, who has been living on the streets for the past three years. Our stuff is not going to be stolen. No one is going to attack us in the middle of the night.” There will be a total of 128 beds offered at the shelter. Nearly 20 agencies will be on-site at times providing services to fit individual needs. The city has now opened four shelters in the last two years, following the large Hepatitis A outbreak, bringing nearly 800 homeless people off the streets. SAN DIEGO (KGTV) - One of the top brass at the San Diego Sheriff’s Department is facing an allegation of inappropriate conduct, Team 10 confirmed.A San Diego Sheriff’s spokesperson confirmed that Assistant Sheriff Rich Miller received a complaint and released this statement to Team 10:"The Department has received a complaint alleging inappropriate conduct by Mr. Miller. The San Diego County Sheriff's Department takes all allegations of misconduct very seriously.  As a result, an investigation is underway.  Mr. Miller is currently using accumulated leave time until his planned retirement date.  We cannot comment further based on the pending investigation." 686

SAN DIEGO (KGTV) — North Park residents will celebrate this holiday season with an annual tradition intact — at least for one more year.For 56 years, the Toyland Parade has delighted crowds in North Park during the holiday season. But much like a parade balloon, financial troubles have loomed over organizers.Last year, the parade was briefly canceled after former-host Victoria House Corporation said it had lost support from sponsors. Then in March 2019, the community learned that a Victoria House Corporation organizer was accused of fraud and pocketing 2018 parade donations and fees after the cancellation.RELATED:North park donut shop defends homeless manSan Diego deputies share tips to protect your presents10 special holiday events coming to San DiegoNorth Park Main Street (NPMS), a volunteer-based non-profit, pledged ,000 to the parade. Angela Landsberg, executive director with North Park Main Street, says support from the local Lions Club has saved 2019's parade, but 2020 is a different story."Our presenting sponsor North Park Lions Club have ensured that it's going to go off this year, but if we don't raise enough money this year to get us carried through our planning for next year, because these things take a long time to plan, then this will be the final year," Landsberg told 10News. The organization is asking for the community to once again step in to make sure the parade steps off on University Avenue next year.
