BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.
CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said.The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said.The police sealed off the building and blocked nearby roads for investigation. All the workers in the building had already evacuated before the police came.Windows of the third floor were all shattered. Large blood stains could been seen on the stairs.The injured have been sent to the hospital.In a separate case in northeast China's Jilin Province, one people was killed and 20 were injured Friday in a series of explosions in a barber's shop in provincial capital Changchun.Four fire fighters were among the injured of the explosions which first blasted at 4:46 p.m, according to a statement from the municipal government.Witnesses say four explosions hit the shop.Fire fighters and workers from a local gas supply company are working at the site. Pieces of shattered windows can be seen forty meters away.The police are investigating the cause of the explosion.

HONG KONG, July 3 (Xinhua) -- A helicopter departing for Macao made an emergency landing in waters at Hong Kong Victoria Harbor on Saturday. All of 13 people on board were safely rescued.At around 12:04 noon (GMT 4:04), the Sky Shuttle type AgustaWestland AW139 helicopter, flight no. EMU2, made an emergency landing at sea about 500 meters northwest of Shun Tak Center at Sheung Wan, Hong Kong Island shortly after taking off."The pilot heard a loud bang at the back and decided to land on the waters," Acting Director General of the Civil Aviation Department (CAD) Leung Yu-keung said at a press briefing on Saturday that they will send some of the fittings broken down from the wreckage to Italy, where the copter was manufactured, for investigation. The crashed helicopter is salvaged on the sea area between the Hong Kong Island and the Kowloon Peninsular, south China, July 3, 2010. The helicopter crashed on Saturday noon, and all 13 persons onboard have been rescued.CAD will invite the participation of the accident investigation authorities of Macao and Italy. Leung said a preliminary report will be released within a month.
ZHOUQU, Gansu, Aug. 9 (Xinhua) -- The death toll from rain-triggered mudslides in Zhouqu County of northwest China's Gansu Province has risen to 337, with 1,148 others still missing, Chen Jianhua, official sources said Monday night.Another 1,242 people were rescued, Chen, Party chief of Gannan Tibetan Autonomous Prefecture, which administers the county, said at a press conference.Chen said 218 injured survivors had received treatment in local hospitals, and 41 severely injured ones had been transferred to hospitals in the provincial capital, Lanzhou, as of 4:30 p.m.
BEIJING, July 6 (Xinhua) -- China's weather forecast authorities said Tuesday that rains are expected to fall on parts of east China starting Thursday, offering some respite to a wide-ranging heat wave that had wreaked havoc across the country over the past few days.From Beijing in the north to Guangzhou in the south, a number of the elderly and children were hospitalized for heat-related illnesses. Some zoo animals died or struggled to survive by laying on ice.Also, a passenger bus caught fire in downtown Beijing and swarms of locusts blanketed a couple of dry prairies and grasslands in the north.The National Meteorological Center (NMC) raised the heat alert to orange on Tuesday, one step before the highest level, and said at least 16 provinces, autonomous regions and municipalities were enduring the extreme heat.In Beijing, the temperature shot up to 40.6 degrees Celsius, breaking the city's early July heat record in more than 50 years. Further, the extreme high temperatures would continue in north, east and west China for the next 24 hours before rains begin to fall, the authorities said."Every day we have about 300 patients, 100 more than the average," Qin Jian, head of the emergency unit of Xuanwu Hospital in Beijing, said. "The wards and emergency rooms have been full right from the morning."
