Police arrested an 18-year-old man Saturday morning in the port area of Dover in connection with an attack a day earlier on a train at a London Underground station, London's Metropolitan Police said.It was a "significant arrest" as the investigation continues, Deputy Assistant Commissioner Neil Basu, the senior national coordinator for counterterrorism policing, said in a statement."This arrest will lead to more activity from our officers. POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. PHOENIX, Ariz. -- A 17-year-old is in custody after reportedly firing a rifle at Department of Public Safety (DPS) troopers Thursday morning in Phoenix, and authorities are searching for a second suspect in connection with the incident.According to DPS Captain Jesse Galvez, on Thursday morning, two uniformed troopers were in their vehicle near 35th Avenue and Roosevelt Street when suspects in a vehicle passed and stopped nearby.The driver honked the horn as the teen got out and started firing an assault rifle, according to DPS.The troopers were able to exit their vehicle and return fire. At that point, the driver reportedly sped off, leaving the teen behind. He was then taken into custody. 706

PHOENIX, Ariz. -- Whether you're a cat person or a dog person, this story is sure to warm your heart. It has a sad start, but a heartwarming end.The Sunshine Dog Rescue based out of Phoenix rescued a dog they have named "Georgia", an Australian Shephard Mix, found living at a gas station near the US-Mexico border, by Rocky Point.They quickly learned Georgia was pregnant. Sadly, none of Georgia's puppies survived. They were all born prematurely. Anita Osa, founder of Sunshine Dog Rescue, says Georgia was heartbroken after losing all of her babies."I've never had a mom dog lose a whole litter before. The best way I could describe it was she was frantic. It was so sad, she was looking for those babies. She tore up the toddler mattress we had her on, trying to find her babies," said Osa.Hoping to start Georgia down the path of healing, Osa put out a call for help on Facebook, looking for any animals that needed a lactating mother dog. What she ended up with was a trio of newly orphaned kittens, who also needed a mother.Osa said she initially wondered if a dog would accept kittens as her babies, but she was surprised to see the instant bond they formed."I introduced them to her gently. I first bought one out and let her sniff it, and she seemed to accept it, so I brought the others out. It's amazing to see how she instantly calmed down," said Osa."I think for the kittens, they have no idea that Georgia is a dog," she added.Georgia is even allowing her new kitten kids to nurse on her, although her milk production is low."They do nurse on her. She cleans them and everything but the bond is strong. It's really something to see, she protects those kittens just as if they were her babies," said Osa. 1726

PARKER, Colo. — When 22-year-old Hannah McNeill went to sleep one night in August earlier this year, she had no idea her life was going to be dramatically altered. She woke up, couldn't move her legs and eventually was diagnosed with a rare polio-like disease that is now on the rise in Colorado."You never think it would happen to you so you don't prepare for it," she told KMGH. Acute flaccid myelitis is a spinal disease caused by a form of enterovirus. It's extremely rare and usually impacts children, causing loss of feeling and use of the arms or legs. It can leave children with permanent paralysis. "I was trying to move my toes and my feet and nothing would happen," she explained. "I knew what I wanted to do but I couldn’t pull my leg up, couldn’t take a step."Health officials report 14 cases in Colorado so far in 2018. The Colorado Department of Public Health and Environment said of those cases 11 people tested positive for enterovirus A71, one tested positive for enterovirus D68 and two people tested negative for any type of enterovirus."While all the patients were hospitalized, nearly all have fully recovered. There have been no deaths," CDPHE's Shannon Barbare said in a statement. But McNeill still hasn't fully recovered. "I still don't have all my leg strength which is why I'm in a wheelchair," she said."There is no vaccination or specific treatment for enteroviruses. People with mild illness typically need treatment only for symptoms," Barbare said in a statement. "However, some illnesses caused by EV-A71 and EV-D68 can be severe enough to require hospitalization."Colorado has previously had outbreaks of the less-common enterovirus types. Enterovirus D68 sickened 11 people with AFM. Enterovirus A71 caused similar epidemics to this year's in 2003 and 2005, the CDPHE said.The CDC has a web page devoted to AFM. It says that most patients afflicted by the disease are children and that scientists have not yet determined a single pathogen detected in patients’ spinal fluid that causes AFM.But in McNeill's case, she said she's not done getting back to her normal life. She goes to physical therapy three times a week and has been making progress in the weeks since she was released from the hospital. "Two months ago I couldn’t walk, now I can in my walker," she said. "I have to get on my feet. I have a horse to ride. I have hair to do. I have so much life to live so this isn't gonna stop me now." 2545
