(KGTV) — Cardiff Elementary School in Encinitas must pay 0,000 just so it can resume a project to modernize its campus.The payment is part of a settlement to a group that sued the district over a project to rebuild much of the school, which had upwards of 60-year-old buildings.In 2016, voters approved a million bond measure authorizing the project. The group that sued, Save the Park and Build the School, challenged the plan's environmental impact report and its plan to build a multipurpose facility on part of a grassy area of district property that doubles as a public park in off hours. Late last year, a judge ruled in the group's favor and issued an order to halt work on the project. This week, the school and the group reached a settlement to allow campus construction to resume, and put the multipurpose center back into a federal approval process because it involves the National Park Service. The group got 0,000 for legal fees. "It was a flex and it cost our kids and the taxpayers 0,000 to bring us right back to where we were in December," said Morgan Gates, a parent at the school. Eleanor Musick, who heads the group, said the park is cherished and one of the only open spaces nearby. "It was not that we intended to stop the construction specifically to spite them or anything like that, That's the law. If a project is out of compliance with [The California Environment Quality Act] it must stop," Musick said. The delay in construction means the facilities won't be ready for the start of the 2020-21 school year, as originally intended. 1599

(KGTV) - Police are investigating an elaborate phone scam that cost an Encinitas woman ,400.Lauren Kennedy says she was driving to work Wednesday morning when she received a phone call around 8:30 a.m. She says she had just gotten off the phone with her mother when all of a sudden she was calling her back.But when she answered, it wasn’t her mother’s voice.“It was a man’s voice telling me he had abducted my mother and he was going to kill her if I didn't do exactly as he told me,” Kennedy said.Kennedy said it became so real when she heard her mother’s voice on the other line.“At that point, that’s when I knew it was real," she said. "I heard her in the background, and I thought for sure that they had taken her.”The man on the other line directed her to go to the nearest grocery store and put money into Money Pak cards. Then they demanded the card numbers over the phone and ordered her to destroy the cards afterward.They told her to cut up the cards and email them photo evidence that they had been destroyed.“At that time he hung up and never called me back,” she explained. “So within a minute or two, I called my mom’s phone and at that time, she answered.”That’s when Kennedy’s realized she had fallen victim to an elaborate phone scam.The Sheriff’s Department says the scammers used a “spoofing device” to make it look like the phone was made from her mother’s phone number.The scammers also called Kennedy’s’ mother in the middle of the fake ransom call. They got her worked up by saying they had her daughter.“They just wanted her to be scared and sound scared. All I heard was her saying my name. I still can't believe it," Kennedy said. “I think their whole intention with calling her was to have her voice in the background while they were asking me to do whatever they wanted me to do." Kennedy says she not sure how the scammers got her information or her mother’s. She says she is always careful with her information and weary of scams.“I don't answer phone calls I don't recognize,” she said. “I don't answer blocked numbers. I let people leave voicemails to determine if it’s legit or not. I feel like the public needs to know about this (scam) because if I can fall for this, anybody can fall for this.”In an email, to 10News the Sheriff’s Department says people should hang up when they get phone calls like this and should immediately call law enforcement.Kennedy says that's what her mother did when she go the call, but for her  - it’s easier said than done.“This was life or death," she said. (KGTV) - Sheriff's Deputies are on the lookout for the man who jumped out of the bushes and confronted an Encinitas man with a rifle. The attack happened Friday morning on Fortuna Ranch Road when the victim was in his driveway. A neighbor tells 10News the man popped out of the bushes wearing a ski mask and camouflage clothing. He then pointed a rifle at the victim, threatening to rob or shoot him.  Deputies say, somehow, the victim was able to run to his neighbor's home and call 911. The gunman got away before law enforcement arrived, but it's unclear if he ran or drove away. With the gunman still at large, some neighbors are concerned for their safety. Crime Stoppers is offering a ,000 reward for any information leading to an arrest. ENCINITAS, Calif. (KGTV) - An Encinitas man is trying to drum up some comfort amid the coronavirus pandemic by making some noise.Every night at 8 p.m., across the town of Windsor Locks, CT, the sound of bells of all sizes cuts through the quiet isolation. The town is the hometown of Encinitas resident of Rob LaBreche."It shows the neighbors are thinking about each other, and that is a positive thing," said LaBreche.Labreche decided to try to ring in some positivity in his own neighborhood. He posted his plans on the Nextdoor app and early this week, he and his kids got out some pots and pans at 7 p.m. and started making noise.That night, about five other neighbors joined them."To be honest, I kind of felt silly out there banging the pots and pans, but then when you're silent and feel other neighbors doing the same thing ... it makes you feel good and you know we're all in this together," said LaBreche.Since then, the idea has continued to resonate. He sent us video of his son ringing one of the family's newly-bought bells. On Thursday night - based on messages on Nextdoor - LaBreche believes more than 75 others joined in. LaBreche says the appointment noise making now stretches across several neighborhoods in Encinitas, and even into Carlsbad."Just like the coronavirus multiplying in a negative way, I think we can multiply things in a positive way. I think it can be something people look forward to and feel good about," said LaBreche.LaBreche says he hopes his idea with spread county wide and plans to continue ringing his bells every night at 7 p.m. 1583

  

European scientists say they have caught a rare fish they describe as a "living fossil."According to the BBC, scientists for the European Union's Institute for Sea and Atmosphere captured a 5-foot long frilled shark in the waters off the coast of southern Portugal.Frilled sharks are rarely seen by humans, and typically live thousands of feet below the ocean's surface. This particular shark was caught at a depth of 2,300 feet.According to Fox News, there have only been three recorded sightings of frilled sharks in the past 10 years.
