SAN DIEGO (KGTV) — San Diego City Council President Pro Tem Barbara Bry is calling for an audit of a city-leased building repeatedly shuttered over asbestos.The building at 101 Ash Street was closed Saturday and city employees were relocated for "the next few weeks" over asbestos violations, Bry said in a memo. Bry added that she received an update on June 17, 2019 that the project at the location remained "on schedule and within budget" after she requested an update 10 days prior."It is apparent that 101 Ash Street is neither on-time nor on-budget. At the time of the agreement, city officials wanted to renovate the first two and top three floors, estimated to cost about million, before moving city employees into the building, a city memo said. Officials later said they wanted to renovate all 19 floors, estimating that cost to come at about million for each floor. The costs put the project on hold, leaving the building vacant, City News Service reported.Construction was also stopped over asbestos violations in August 2019.Bry is now asking the city to answer a slew of inquiries over the city's process used to inspect and purchase the building, total costs to-date associated with employee relocations, unforeseen budget increases, subcontractor performance, and the financial impact on the city's Development Services Department."It continues to be frustrating to hear about issues with 101 Ash Street," Bry wrote.Prior to the city leasing the building, the location was occupied by San Diego Gas & Electric from 1968 through 1998, and by Sempra Energy from 1998 through 2015. 1921

SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. The location is in a residential area near SR-56 and Carmel Mountain Road.Neighbors told 10News they saw a naked woman covered in a bedsheet leave the home.The woman was taken to a nearby police station for an interview, police said.10News is monitoring developments in this story. 569

SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans.The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars.The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities.The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields.The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses.The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. SAN DIEGO (KGTV) -- San Diego County has taken its first step into the dreaded "purple" tier of the state's four-tiered COVID-19 reopening plan, leaving just one week to determine if the county will be forced to shutter nearly all of its nonessential indoor businesses."It would take a significant change in trajectory," Supervisor Nathan Fletcher said Wednesday.State officials reported that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers."People are tired of the pandemic and letting down their guard," Supervisor Greg Cox said. "We need to do better. We need to do a lot better and we can do better."If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said.The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand. It is usually updated on Tuesdays, but this week's update was rescheduled because of the election.County public health officials reported 404 new COVID-19 cases and three new deaths Wednesday, raising the region's case total to 58,106 and the death toll to 904.Of the 15,345 tests reported Wednesday, 3% returned positive, maintaining the 14-day rolling average of positive tests at 3%.Of the total number of cases in the county, 3,983 -- or 6.9% -- have required hospitalization and 921 patients -- or 1.6% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were also confirmed Wednesday, two in business settings, three in restaurant/bar settings, one in a grocery setting and one in a health care setting. Over the previous seven days, 25 community outbreaks were confirmed. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days. 3771
