DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. DEL MAR, Calif. (KGTV) - For the past five days, five shark sightings have been reported off North San Diego County beaches, Del Mar lifeguards tell 10News. A juvenile shark, about 5 feet long, was spotted Friday afternoon. It did not show signs of aggressive behavior, lifeguards said. The water was not cleared of swimmers and surfers. Del Mar’s shark sightings started Monday and have continued every day this week. Sighting locations include 15th and 29th streets, City of Del Mar officials reported. Drew Pierce, who went to Del Mar to avoid triple-digit heat in Temecula, was in the water Wednesday when he saw several 3-4 foot long sharks. They tend to eat smaller fish and pose no threat to people, Dewar said. Dewar recommends avoiding beaches at dusk and dawn, avoiding river mouths, and monitoring shark warning signs. Farther up the coast, two local surfers spotted multiple sharks near El Portal Beach in San Clemente Friday afternoon, City News Service reported. (KGTV) - The Del Mar City Council voted to add more enforcement to their community, specifically targeting people who are not following county health orders regarding masks.The city currently contracts with the sheriff’s department for one single deputy to be on the clock 24 hours a day, seven days a week, but with this new addition, two more part-time deputies will be added. The two will work four hours a week, likely on the weekends, patrolling the streets as usual, with an extra eye on people violating county health orders. The focus will be on education first, but violations could result in a misdemeanor costing up to ,000. That money does not go back to the city of Del Mar, but rather to the county.City Councilman Dave Druker has lived in Del Mar for 34 years. He said recently, crowds visiting the beach community have discouraged locals from leaving their homes, so the goal is not only keep visitors safe but also support locals.“There’s a whole lot of people in town that are, at this point, terrified to go out,” said Druker.He said with their small community and large crowds of visitors, the one deputy was not enough to keep up with the rules.“Because our budget is based on 4,000 people and we have close to 20,000 people on a daily basis here, we thought we should add a little bit of enforcement to this,” said Druker.The total cost of the additional positions for the next four months is ,000, which will come from the 0,000 that Druker said the City Council set aside for COVID-19 relief efforts.
