Shall People’s Ordinance O-10960 be amended to exclude the Midway-Pacific Highway Community Plan area, which includes the Sports Arena, from the 30-foot height limit on buildings in the Coastal Zone, with any future development still required to comply with other governing laws?(Full text)Voters will be able to vote “yes” or “no” on the measure. A simple majority vote is required for the approval of Measure E.Those in favor of the measure say passing it would, "revitalize the dilapidated Midway area, help struggling San Diegans get back to work, and create a vibrant neighborhood San Diego families can finally enjoy: a modern Sports Arena. Public parks. Affordable housing. Good paying jobs. Millions in funding for San Diego schools and overdue infrastructure repairs – without raising taxes."Those against the measure argue that, "if approved, would see an entire community within the coastal zone declared exempt from the 30-foot coastal zone height–limit law. The Midway-Pacific Highway Community Plan area includes Marine Corps Recruit Depot (MCRD), Midway, Sports Arena, and NAVWAR. This area is rich in public land that would be ripe for private acquisition and exploitation to reward City Hall’s developer friends." 1555

SAN DIEGO (KGTV) — San Diego International Airport is reporting an increase in travelers as coronavirus restrictions continue to lift.New numbers from the San Diego Airport Authority showed that from June 18 to 21, an average of 8,679 daily travelers went through the TSA Checkpoint. That's a drop off of 80 percent from the same time last year. However, during the height of the coronavirus restrictions in April, the drop off was as much as 95 percent compared to the same time in 2019. "From what we are seeing and based on our conversations with airlines, leisure travel is coming back faster than business travel, and this is consistent with nationwide trends and reports," said Airport Authority spokeswoman Sabrina LoPiccolo. LoPiccolo says the airport has taken numerous steps to help stop the spread of COVID-19, including plexiglass sneeze guards in some areas, increased cleaning and floor markers to encourage social distancing. The large drop off in travel has taken a toll on businesses that depend on travelers to survive.Across the runway at Park, Shuttle, and Fly, owner Al Cruz says the lack of air travel forced his family to temporarily lay off the lots 15 workers."We were very scared," Cruz said. "We moved real quick, we have to survive. We're family-owned and we're not a big corporation. We don't have a lot of money to sustain us.During the height of the shutdown, Cruz rented hundreds of spots to a rental car company to store excess cars, but it was a revenue cut. In June, he received a Paycheck Protection Program loan and reopened, hiring back the 15 workers. There are now about 45 cars owned by travelers in the lot. Cruz said he needs the trend of increased flying to continue to make it. "If it does not, it flattens out like it was three months ago, we can't survive on that," he said. The Auto Club of Southern California is reporting a surge in people inquiring about road trips as their preferred form of summer travel. It will release its formal projections Thursday. 2016

The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. The area is residential and two blocks away from busy Morena Boulevard. A man parked his sedan but left the engine running, then approached the mother and child from behind, according to investigators. SAN DIEGO (KGTV) - San Diego County Congressman Duncan Hunter spoke Tuesday morning to a group of women who support him despite accusations that he and his wife misused campaign funds.“Women Volunteers in Politics” gathered for the speech at the Bali Hai restaurant on Shelter Island. The event was booked months before Rep. Hunter’s indictment.Hunter spoke to 10News before the event.“Leave my wife out of it, leave my family out of it. It’s me they’re after anyway. They’re not after my wife; they want to take me down, that’s what they’re up to. So let’s get this in the arena and have this settled,” said Hunter.Tuesday's statement was a change from Hunter's message the morning after the indictment was announced. When asked about the accusations levied against his wife, Hunter confirmed that she was in charge of campaign expenses but added, “That’ll come out in court. SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." Manchester hopes San Diegans will be generous in their donations to the Bahamas whether it’s through his charitable foundation or another aid group. 1205
