SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.

ADDIS ABABA, Jan. 28 (Xinhua) -- Fruitful results have been achieved some one year after the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC), Chinese envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday.Liu was in the Ethiopian capital Addis Ababa to attend the 16th African Union (AU) summit as special envoy of the Chinese government.During the FOCAC ministerial meeting held in November 2009 in Sharm el-Sheikh, Egypt, the Chinese government announced eight new measures of promoting Sino-African cooperation.Since then, China has been actively implementing various programs and projects according to the eight new measures, Liu said.The “China-Africa Science and Technology Partnership Program” and the “China-Africa Joint Research and Exchange Program” have been launched, Liu said, adding that the aid program of agricultural demonstration center is in smooth implementation process.Meanwhile, China is actively working on establishing the China-Africa partnership in addressing climate change, and is strengthening communication and coordination with Africa on the issue of climate change, Liu said.The Chinese envoy added that various programs and events such as the China-Africa Agricultural Cooperation Forum, the “African Culture in Focus 2010” activities, and the “20+20 Cooperation Plan of Chinese and African Institutions of Higher Learning” have been launched or successfully held. SUVA, March 14 (Xinhua) -- Some 300 diabetes patients undergo amputations every year in Fiji and the trend is worrying the authorities.This is according to research carried out by the country's Physiotherapy Associations which shows that majority of these amputations occur in the 40 to 60 age group, physiotherapist Lusia Tikolevu told radio FijiVillage website on Monday.Tikolevu said that they are trying to formulate a protocol for physicist to better understand diabetes in Fiji.A visit to the Colonial War Memorial Hospital in Fiji's capital city of Suva by Xinhua reporter reveals the increasing number of bed ridden patients affected by diabetes in wards.Tikolevu said that diabetes is a prevalent disease and needs the involvement of the whole community for a successful preventative measures.Shocking figures show four out of every 10 people in Fiji have diabetes, putting it amongst the highest in the world.The Fred Hollows Foundation in New Zealand that completed the first survey of its kind in Fiji also showed the diabetic rate in the island nation is four times more than in New Zealand.The survey across 34 communities in Fiji found 40 percent of the people have diabetes."When we found out that 40 percent of the population had diabetes the scope and the depth of the problem just hit us. The impact in terms of costs family aspects, economic issues its just going to be staggering," says Doctor Tom Schaefer from the New Zealand foundation.The survey results also showed a third of those with diabetes did not know they had the disease and women were almost twice as likely as men to have it.The magnitude of the problem is worrying for a health system which has committed staff but little resources."The cost of medication alone is going to outstrip the ability of any health system to do it," says Schaefer.The existence of the sugar cane industry in the island nation may be a contributing factor to the high level of diabetics.

SYDNEY, March 30 (Xinhua) -- Work is good for health while long term work absence, work disability and unemployment can make us miserable, according to a consensus statement from the Australian and New Zealand doctors on Wednesday.The Australian and New Zealand Consensus Statement on the Health Benefits of Work was launched by the Royal Australasian College of Physicians (RACP) and the Australasian Faculty of Occupational and Environmental Medicine (AFOEM) in Wellington.In the statement, doctors say that work is generally good for health and long term break form work along with unemployment and being unable to work due to disability generally have a negative impact on wellbeing.Work is also an effective means of reducing social exclusion, particularly for indigenous people and other disadvantaged groups, the statement says."Work practices, workplace culture, work-life balance, injury management programs and relationships within workplaces are key determinants, not only of whether people feel valued and supported in their work roles, but also of individual health, wellbeing and productivity," it said."Good outcomes are more likely when individuals understand the health benefits of work, and are empowered to take responsibility for their own situation." the statement said.
