LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. LA JOLLA, Calif. (KGTV) - One of the most elite schools in San Diego has finished investigating accusations of decades of sexual abuse. Investigative reporter Jennifer Kastner broke the story last July when several former students at The Bishop's School came forward about former school employees. The numbers have since doubled. The current tuition at the prestigious private high school is more than ,000 per year. It's been ten months since we reported on how the school was dealing with claims of abuse that spanned three decades. In a transparent move last year, the The Bishop’s School revealed that seven members of its alumni had come forward and described fifteen separate instances of misconduct. It is now over and the numbers are up. The school report’s, “To date, 14 alumni have come forward to report incidents of sexual misconduct.” The school also reports, "Ten different perpetrators were identified as having engaged in sexual misconduct that would potentially constitute a crime at the time of occurrence." None of the accused are apparently still with the school and at least two are reportedly dead. The school reports that most of the cases were from the 1970s and 1980s. There were no reported cases within the last 20 years.The school declined an interview with 10News, but in a new letter to alumni, it reaffirms its commitment to student safety and apologies to everyone who was affected.The school has turned over ten cases to the San Diego Police Department and says it will notify the community if charges are filed against any of its former school employees. 1894

(KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. LA JOLLA, Calif. (KGTV) - University of California San Diego Police are investigating threats of violence to the campus during finals week. The generalized, non-specific threats were written on three women’s bathroom doors in Geisel Library, officials said. Police were notified about the threats Sunday night and Monday afternoon, according to University Police Chief David S. Rose. “Our University takes every threat of violence extremely seriously and the UC San Diego Police Department has responded and is investigating,” Rose said. Officers interviewed potential witnesses and are reviewing video to identity the person or persons responsible for the postings. UC San Diego officials consulted with police, the Behavioral Threat Team, local and federal law enforcement, and a threat assessment expert before deciding to continue with its regular finals week schedule, Rose said. LANCASTER, Calif. — A 37-year-old man who was being treated for COVID-19 is accused of killing his 82-year-old hospital roommate while the elderly man was praying.Investigators with the Los Angeles County Sheriff’s Department say the younger man, identified as Jesse Martinez, is facing charges of murder with a hate crime enhancement and elder abuse.Martinez and the 82-year-old victim were housed in a two-person room together at Antelope Valley Hospital on December 17 when the attack happened. Both were receiving treatment for COVID-19 symptoms.“The suspect became upset when the victim started to pray. He then struck the victim with an oxygen tank,” reads a statement from the sheriff’s department.The older man died from his injuries the next day. Investigators say the two men did not know each other.Martinez is scheduled to appear in court at the end of the month. 883
