SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer signed off Thursday on his .3 billion 2020 budget previously approved by the super majority of the city council.The budget funds the largest infrastructure investment in San Diego’s history and includes more funding for homelessness programs, road repairs, tree trimming services and housing reform.Faulconer appeared to be most excited about the expansion of the Clean San Diego initiative, which aims to clear debris from across the city.The mayor announced during his signing ceremony that million will go toward the expansion of the CSD program, and more crews will be hired to clean up areas citywide 24 hours a day, seven days a week.“We’re restoring pride back in our neighborhoods with every cleanup job, and now we’re investing more resources into ‘Clean SD’ so we can do even more for our communities,” said Faulconer.Funding for the program was more than doubled from Fiscal Year 2019 after Faulconer requested an additional .5 million for its budget.Since the program started in May 2017, more than 3,600 tons of debris have been removed from neighborhoods, canyons, and the San Diego River.Other efforts in the program include an increase in street sweeping in the East Village, sanitizing sidewalks, and graffiti removal. 1302

SAN DIEGO (KGTV) - Residents in one San Diego neighborhood have grown increasingly worried over reports of large boulders being left in the streets - in some cases, on top of vehicles.Golden Hill residents have reported the boulders appearing at 19th and Broadway, 26th and Broadway, Date Street, and the Golden Pacific Complex.At times, some of the boulders have been covered with cardboard or blankets."It's way too easy, with the way they're positioned, for someone to jump in their car like they do every day and take off and end up running over a giant boulder," said Benn Bruff.Bruff says a 25-pound boulder was placed in the wheel well of his girlfriend's car. Luckily they spotted it before she drove away. San Diego Police tell 10News the issue is very concerning. They are looking for more information and any description of the person responsible. Police says the person could face vandalism charges or obstruction of a roadway. If a driver were to hit a boulder and get in a serious accident the charges could be more severe. 10News reporter Amanda Brandeis spoke with a resident who knows the damage the rocks can cause first hand on 10News at 6 p.m.Councilman Chris Ward's office issued a statement to 10News, saying they are in contact with San Diego Police Department regarding the issue:"We were made aware of this issue by constituents over the weekend and share the concern for the safety of residents and car owners being impacted by this. SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188
