BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. "It is for the third time in the last three years that the MOD has tried to showcase the transparency of the 2.3-million strong PLA. In 2008, the ministry invited 103 foreign and domestic reporters to an armored division of the PLA's thump-card No. 38 group army. Last year, a similar visit was arranged to the guard division.The ministry introduced the spokesperson system in May 2008 after the 8.0-magnitude Wenchuan earthquake, and launched its official website in August last year in an effort to help the media acquire more information about the once mysterious PLA. CHANGZHOU, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Saturday called for more favorable policies to encourage the construction of affordable housing.Li made the remarks at a meeting on affordable housing held in Changzhou city of east China's Jiangsu Province.He reiterated that China would complete construction of 5.8 million units of affordable housing, including low-rent housing, public rental housing and resettlement housing for relocated residents from redeveloped urban shanty towns.In May, the Ministry of Housing and Urban-Rural Development signed an agreement with local governments nationwide to build 5.8 million units of affordable housing."Meanwhile, measures should be taken to increase the supply of commercial housing to meet people's reasonable needs of housing consumption," he said.He said local governments should adopt a realistic approach to affordable housing construction and plans should be based upon local needs.For populous cities, construction should focus on public rental housing that provides homes for low- and medium-income families, newly-employed school graduates and migrant workers, he said.

ZHOUQU, Gansu, Aug. 10 (Xinhua) -- The death toll from a massive rain-triggered mudslide in Zhouqu County in northwest China's Gansu Province has risen to 702, with 1,042 others still missing, local civil affairs authorities said Tuesday afternoon.Some 1,243 people have been rescued, Tian Baozhong, head of the provincial civil affairs department, told a news conference.Of them, 58 who were seriously injured had been hospitalized, Ma Chengyang, deputy director of the provincial publicity department, told another press briefing Tuesday night.Torrential rain on Saturday night prompted an avalanche of sludge and debris to crash down on the county seat of Zhouqu early Sunday morning, ripping many houses off their foundations and tearing multi-story apartment buildings in half.The mud-rock flow has leveled an area of about 5 km long, 300 meters wide and 5 meters deep in the county seat with more than 2 million cubic meters of mud and rocks, severely damaging power, telecommunication and water supply facilities.About 45,000 residents have been evacuated, as mudslides have destroyed more than 300 homes and damaged another 700. Moreover, 3,000 homes have been flooded.More than 4,400 tents have reached Zhouqu but most of them have not yet been set up due to a lack of open space, Tian said.About 16,000 more tents from the Ministry of Civil Affairs are still in Lanzhou, the provincial capital, Tian said.The mountainous terrain has hampered disaster relief operations. Rescuers could only set up 100 tents in two settlement centers on the playgrounds of two middle schools."We have adequate tents, but insufficient space to pitch them," said Zhang Hongdong, a worker with the county's Red Cross Society.Most people affected by the disaster sought shelter with their relatives and friends in nearby regions, Zhang added.

WUHAN/XI'AN, July 23 (Xinhua) -- Authorities in two Chinese provinces traversed by the Hanjiang River, the largest branch of the swollen Yangtze River, issued fresh flood warnings Friday.The Flood Control and Drought Relief Headquarters in central Hubei Province said areas along the Hanjiang River will face severe floods.Pressure is building at the Danjiangkou reservoir, which is already dealing with the worst flooding of the year so far.The water level in the reservoir had risen to 150.74 meters by Friday, about 1.74 meters above the warning line, and is expected to rise to 152 meters before the end of the month.Engineers at the reservoir more than doubled the flow rate of water from 1,920 cubic-meters per second to 5,000 cubic-meters per second.Along the upper reaches of the Hanjiang River in Shaanxi Province, floods and landslides had left at least 73 people dead and 121 missing as of Friday noon, the provincial government said.About 213,000 residents from 24 counties and districts in the cities of Hanzhong, Ankang and Shangluo in southern Shaanxi have been evacuated. More than 60,000 houses have been destroyed or damaged.A new round of rainstorms began to pound the region Thursday. Between 20 to 80 millimeters of rain has fallen, raising water levels in the Hanjiang River.Authorities in Shaanxi have ordered disaster relief agencies and government departments evacuate flood-threatened residents as soon as possible.Floods in China this year had left 742 people dead and 367 missing as of 9:00 a.m. Friday.
