SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. Truth be Told, the benefit currently exists in California, but only in the county where a governor-declared disaster happened, or counties that accept transfers, which San Diego County only began doing two years ago. Prop 19 opens it to the whole state. Anurag Mehrotra, a professor of finance in San Diego State University's School of Business, said being unable to transfer the property tax basis does equate to a tax penalty."The person did not light his own house on fire, he was continuing to live there. I lost my house, now I have to buy a more expensive house," he said. "And when I get reassessed I'm basically going to be charged a higher amount." Proposition 19 does more than just allow the transfer for wildfire victims. It also allows up to three property tax base transfers for homeowners 55 and older, and those who are severely disabled. They can use it for any property, anywhere in the state. Another change, however, is that inherited properties are reassessed unless the recipient uses it as his or her primary home. Currently, heirs benefit because the property tax base transfers with the property, making for a big tax break. Pete Wilson has been removed from a San Diego park after critics said the governor supported laws and policies that hurt immigrants and LGBTQ community members. The 13-year-old statue near Horton Plaza Park was removed by Horton Walk, the nonprofit that owns it. Earlier this week, Latino and gay rights groups held a news conference in front of the life-sized bronze sculpture calling for its removal. SAN DIEGO — San Diegans can participate in AstraZeneca's COVID-19 vaccine trial, which recently showed 90 percent effectiveness under a certain dosage.AstraZeneca announced Monday that its vaccine was 90 percent effective when participants started with a half dose, followed by a full dose at least four weeks later. It is currently seeking participants through UC San Diego Health and other partners for its ongoing trials. Full doses given four weeks apart were 62 percent effective in the trial. “These findings show that we have an effective vaccine that will save many lives," said Professor Andrew Pollard, Chief Investigator of the Oxford Vaccine Trial, in a statement released by AstraZeneca. "Excitingly, we’ve found that one of our dosing regimens may be around 90 percent effective and if this dosing regime is used, more people could be vaccinated with planned vaccine supply."Elana Godebu, a UC San Diego urologist, said she has seen the impacts of Coronavirus firsthand. She is currently practicing at El Centro Regional Medical Center, affiliated with UC San Diego. She says the center is filling up because of a rise in local cases and patients coming up from Mexico. The state recently built a 50-bed tent in the parking lot for non-Covid patients. Godebu got the first dose of the vaccine two weeks ago, which also could have been a placebo."Personally I've seen my friends and my colleagues and my patients, they've gotten sick, they've lost family, they've lost friends, and so we got the AstraZenica trial out in El Centro," she said. Godebu said she encourages anyone who has an opportunity to get the vaccine to take advantage. "If we try to get to herd immunity the other way we're going to lose so many people," she said. AstraZenica is the latest drugmaker to report strong efficacy. Earlier this month, Pfizer and Moderna said their trials were 95 percent effective.
