It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.

CHONGQING, June 6 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered the local authorities to spare no efforts to save those people buried in a fatal landslide in the southwest city of Chongqing.     Caution must be taken to avoid life losses during the rescue work, the two leaders said.     Chinese vice-premier Zhang Dejiang arrived at the landslide site in Wulong county at 5 a.m. Saturday to oversee the rescue efforts.     At least 80 people are feared buried in the landslide at an iron ore mining area. The explosion took place at an unlicensed fireworks processing factory in Yangzhuangzi Village of Qingyun Township, Qingyun County, at 1:30 p.m. Three rooms owned by villager Yang Ziye were toppled, according to the Qingyun county government.
