A Tokyo skyscraper is set to become the world's tallest wooden building.Japanese company Sumitomo Forestry says its 1,148-feet-tall timber tower will be completed in 2041, to mark the 350th anniversary of the business that year. The W350 tower will cost an estimated 600 billion yen (.6 billion) to build.The 70-story tower will be a hybrid structure made from 90% wooden materials. A steel vibration-control framework will underpin the design -- an important feature in a city where earthquakes are frequent.Green balconies will populate the skyscraper's exterior, connecting the building to its environment."The aim is to create environmentally-friendly and timber-utilizing cities where (cities) become forests through increased use of wooden architecture for high-rise buildings," the company said in a press release.The Japanese government is trying to encourage more developers to use wood. A New York taxi kingpin and business partner of President Donald Trump's attorney Michael Cohen has agreed to cooperate with the government, The New York Times reported Tuesday.The Times said the agreement for Evegny "Gene" Freidman would allow him to avoid jail time and would have him work with prosecutors in both the state and federal investigations.Word of the Freidman agreement came just days after news broke that Jeffrey Yohai, the son-in-law of former Trump campaign chief Paul Manafort, had reached a plea agreement.Freidman, known as New York's "Taxi King," was indicted on state charges last year by then-New York Attorney General Eric Schneiderman, who alleged Freidman and others failed to pay million in MTA surcharges between 2012 and 2015.Freidman's agreement, given his ties to Cohen as a business partner, may put still more pressure on the Trump associate and attorney, who faced federal raids in April before the Justice Department announced it had been conducting a months-long investigation into him.CNN previously reported the FBI searches included a request for documents related to Cohen's ownership of taxi medallions and sought informationabout taxi owners who had financial dealings with Cohen.Cohen's role as Trump's personal attorney has come under increasing scrutiny, due in large part to the payment he conceded facilitating to the adult film star Stormy Daniels. A total of 13 people linked to a militia group have been charged by the federal government and the state of Michigan in to kidnap Michigan Gov. Gretchen Whitmer.Six men — Adam Fox, Barry Croft, Ty Garbin, Kaleb Franks, Daniel Harris and Brandon Caserta — were charged by the federal government, according to a criminal complaint from the FBI. Croft is from Delaware; the rest are Michigan residents.Additionally, Michigan Attorney General Dana Nessel announced that seven other people, linked to the Michigan-based militia group "Wolverine Watchmen" have been charged by the state in relation to the plot.According to the FBI's complaint, the militia attempted to recruit members for the operation, which included storming the Capitol building in Lansing and taking hostages, including Whitmer.The suspects, now under arrest, are alleged to have called on the groups’ members to identify the home addresses of law enforcement officers in order to target them; made threats of violence to instigate a civil war leading to societal collapse; and engaged in the planning and training for an operation to attack the state Capitol building and kidnap government officials, including Gov. Gretchen Whitmer.In total, 19 state felony charges were filed by the Attorney General against seven individuals known to be members of the militia group, Wolverine Watchmen or associates of Wolverine Watchmen.The plan was reportedly supposed to be executed before the November 2020 election.The militia group reportedly held several meetings over the summer, where they participated in firearms training and combat drills.According to the complaint, they also attempted to build IED devices, which were faulty and did not detonate as planned.The group then reportedly decided to abduct the governor at her vacation home in western Michigan and take her to a secure location in Wisconsin for "trial."In August, federal officials say the group allegedly conducted surveillance of her home on two occasions.On Wednesday night, the FBI and Michigan State Police spent hours raiding a home in Hartland, Michigan — a town about an hour west of Detroit — on Wednesday night, which continued into the early morning of Thursday.The house is located on Lansing Avenue in Hartland Meadows near M-59 in Livingston County.Several Michigan State Police vehicles, including their SWAT team, were also on scene alongside FBI agents. Some officers were dressed in camo gear carrying guns. A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said.
