(KGTV) - A documentary filmmaker is focusing his lens on migrants in Tijuana, hoping to show what life is like for migrants waiting to enter the U.S."Stuck in Tijuana" shows the crisis around the migrant shelters, where filmmaker Charlie Minn says he found a humanitarian crisis."I think we've all been there in life, at one point or another where we ask for something, a job, a relationship, a school, a career," Minn says. "The migrants are asking for acceptance."Minn says he found one shelter where 1,000 people were sharing one bathroom. In other areas he found children living without their parents.He adds that Tijuana's new reputation as the murder capital of the world makes things even more dangerous for migrants in the shelters.Minn spent the last week visiting college classes around San Diego to show the documentary to students. He hopes to inspire them to fight for change.This is Minn's third documentary focused on the San Diego/Tijuana border region. His first one, "Mexico's Bravest Man," profiled a police chief in Tijuana who survivied eight assasination attempts. The next movie, "77 Minutes," examined the 1984 shooting massacre in a San Ysidro McDonald's.Minn says he's captivated by the border in this area, because it's unlike any other region in the US.The movie will premiere Friday, March 22nd at the Theater Box in downtown San Diego. The Holocaust survivor and war veteran, got married and turned 105-years-old. 10News Photojournalist Zach Wonderlie was there for his big day. "He's been in and out of hospitals so many times that I thought I was planning a memorial...and then I was planning a wedding!" said Norbert's daughter, Livia Gail, "It's such a miracle." Norbert escaped Nazi Germany in 1935, Gail said.Norbert married the love of his life Thursday - his girlfriend of 45 years, Edlemira Velasquez. The happy couple enjoyed the ceremony, a little cake and all of their loved ones on their milestone day. Gail left us with a few words of wisdom from her father: "Nothing too big, nothing too small. CINCINNATI -- The University of Cincinnati will pay former UC police officer Ray Tensing 4,000 in back pay and legal fees, the university president wrote Thursday.Tensing was the police officer who shot and killed Sam DuBose during a traffic stop in 2015. UC fired Tensing on July 29, 2015. However, the police union contract states that employees charged with a felony may be placed on paid leave until the court case is resolved. Tensing brought a contractual grievance to the university regarding his termination, according to UC President Neville Pinto.UC agreed to pay Tensing 4,230 in back pay and benefits for Tensing and 0,000 for his legal fees to resolve the grievance. In return, Tensing agreed to resign his position as a university law enforcement officer and to never return to employment at UC. "I realize this agreement will be difficult for our community," Neville wrote in a letter announcing the agreement. "I am nevertheless hopeful that we can focus on supporting each other as members of the same Bearcat family — even, perhaps especially, if we don’t agree."The case prompted Black Lives Matter Cincinnati and other groups to organize marches and rallies as the community waited to hear if Tensing would face charges and, later, what jurors would decide. "The tragic loss of Samuel Dubose in July 2015 was a trying time in the life of our University," Pinto wrote Thursday. "Our community came together to mourn, listen, support, heal and hope. That work continues as we strive to live our values into action."Authorities charged Tensing with murder and voluntary manslaughter in DuBose's death. However, two juries were unable to reach a unanimous verdict, prompting a judge to declare two mistrials in the case before the charges were dropped.?After DuBose's death, Hamilton County Prosecutor Joe Deters had dismissed Tensing's reason for stopping DuBose off campus -- a missing front license plate -- calling it a "chicken-crap stop." He also said Tensing "should never have been a police officer."But after the trials, Deters lamented that the jurors would have not voted to convict a police officer, blaming division in the U.S. over race and police issues. He called the case "heartbreaking."The shooting prompted a top-to-bottom review of the University of Cincinnati Police Department. That review brought new training for officers in techniques like de-escalation, changes in their best practices like arming officers with Tasers as a non-lethal option and a turnover in leadership, including the hiring of the department's first female chief

  

CHULA VISTA, Calif. (KGTV) - A fire in a drainage tunnel had Chula Vista firefighters donning protective masks Thursday.The fire broke out about 4:30 Thursday afternoon at Eastlake Parkway and Otay Lakes Road, near the Vons and Lowe's shopping centers. It was quickly knocked down."Witnesses reported smoke billowing from a storm drain and several people running from the area," Chula Vista Fire IAFF local 2180 officials posted on twitter. "Please give our firefighters room while they work."The Chula Vista Fire Department said juveniles started the fire in the drain and left the area. No one was hurt.Officials are searching for two teens who may be involved in the incident.Firefighters are battling a tunnel fire off of Otay Lakes Road. Witnesses reported smoke billowing from a storm drain and several people running from the area. CHULA VISTA (KGTV) -- Talk about setting the academics bar high.An unexpected message sent to families of Rancho del Rey Middle School in Otay Ranch Wednesday night left about 2000 students trying to explain why they were required to attend Saturday School.("Could you describe the ruckus, sir," was probably said.)The school blitzed automated phone messages, texts, and emails alerting parents or guardians to have their child at school 8 a.m. Saturday morning for a half day of study."A teacher will come out to greet your student and escort them to a classroom, they are released at 12pm. Students should bring school work or reading materials for a 4 hour period of study," the message said.The school, which broadcast the messages to every registered family at around 5 p.m., confirmed about five hours later that the barrage of alerts was an error. "Earlier today a message about Saturday School was sent to all students. Please disregard the message, it was meant for a select group of students that needed to attend," said Rancho del Rey Middle School Assistant Principal Michael Govea.Since the school offices were closed when the messages were sent, nobody was around to answer calls from anxious families. In the span of that radio silence, trepidation across the student body prompted people to search for answers on Facebook."A few of my son friends received a notice for Saturday school from rancho del Rey middle. These kids are good student with no absences. Any parent receive a message about Saturday school?," one parent posted on a Facebook community page."I hope they send another message out saying it was a mistake or they are going to have a huge drop off on Saturday morning for Saturday school lol," another parent wrote.While the epic Breakfast Club summit won't take place, the school is requiring at least some students to be at campus this weekend. "We will re-send the message Thursday night for those that need to attend. We truly apologize for any inconvenience this may caused you or your student," Govea said. 2055
