SAN DIEGO (KGTV) -- Cool zones are open around San Diego County as the weather heats up. The cool zones, spread out throughout the county, provide designated air-conditioned facilities that provide a place to beat the heat. According to county officials, the cool zones provide a place where seniors and others can congregate to protect their health and reduce individual energy costs. The program has been in operation since 2001. The County Health and Human Services Agency Aging and Independence Services partners with San Diego Gas and Electric to provide the service. Be your most physically active during the coolest part of the day, usually between 4-7 a.m. Pace yourself when engaging in physical activity.Stay indoors as much as possible. Keep shades down and blinds closed, but windows slightly open.Electric fans do not cool the air, but they do help sweat evaporate, which cools your body.Take a cool shower, bath or sponge bath.Avoid using the oven.Wear lightweight, loose-fitting, light-colored clothing. Light colors will reflect away some of the sun's heat.Air out hot cars before getting into them.Never leave children or pets inside vehicles at any time, even with the windows cracked. Temperatures inside a vehicle can reach lethal levels no matter what the weather is like.Drink more fluids than usual even if you do not feel thirsty.Water is the safest liquid to drink during heat emergencies. Avoid drinks with alcohol or caffeine; they make the heat's effects on your body worse.Eat small meals and eat more often. Avoid foods that are high in protein, which increases metabolic heat.Avoid using salt tablets unless directed to do so by a physician.If you take diuretics, ask your physician about a lower dosage during hot weather.If it is safe to do so, leave windows open at night. SAN DIEGO (KGTV) — As we approach the November election, all eyes are on a handful of battleground states.That’s because of an election procedure that a lot of people have questions about and one that is unique to presidential politics: the Electoral College.When you fill out a ballot for president, you’re not actually voting for the candidate whose name you see. In California, you’re actually voting for 55 people who you may have never heard of, a “slate of electors,” who turn around and cast the real votes from the state Capitol in December. It dates back to 1787. The Founding Fathers were split on the mechanics of how to elect a president, and “this was the thing that they could all agree on,” said UC San Diego political science professor Daniel Butler.The Electoral College was a compromise between the framers who were leery of giving direct power to the masses and others who opposed having Congress elect the president.“It felt a lot like Parliament, a lot like what the British did, which is not what they were going to do,” Butler said.Article II of the Constitution lays out how it works. Each state gets a number of electors equal to the size of their congressional delegation; their senators and U.S. representatives. California has 55 electors, the most of any state.The Founders set up the Electoral College system under one big assumption: that it would be extremely rare for candidates to actually secure a majority, which today is 270 votes. If the contest ended without a majority winner, it would be decided by Congress.The last election decided by Congress was in 1824. The scenario the Founders predicted might happen once or twice a century has unfolded in every election since.“I think what frustrates many people about the Electoral College is that that majority winner in the popular vote isn’t always who captures the majority in the Electoral College,” said UC San Diego political science chair Thad Kousser.In 2016, then-candidate Donald Trump became just the fifth person in history to win the Electoral College and lose the popular vote, out of 58 presidential elections. It also happened in 2000 in the contest between George W. Bush and Al Gore.The Founders envisioned the Electoral College as a check on the popular vote, able to potentially choose a different candidate than the one favored by the masses, but in practice, electors almost never do that. Most states have laws requiring electors to follow the popular vote.It was big news in 2016 when 10 electors broke ranks in an effort to block candidate Trump, because in every state electors are party loyalists, hand-picked by top leaders. So-called faithless electors have never swung an election.Kousser says for all the recent controversy surrounding the electoral college, there are some major benefits. Because the system empowers states whose electorate is closely divided between the parties, Kousser said it helps mitigate the role of money in politics.“What the electoral college does is it focuses and narrows the playing field to these few battleground states,” he said. “That's where you've got to run ads. That's where you've got to run your campaigns, not in 50 states. If we had to run 50-state campaigns then it would cost billions of dollars to win elections and it would give a huge advantage to whichever side raised the most money.”The other benefit of focusing elections on key swing states is that it pushes the parties more towards the center, Kousser argues. Without the Electoral College, he says candidates would try to “run up the score” and collect as many votes as possible in more populous states like California and Texas that tend to be more politically polarized. 3703

SAN DIEGO (KGTV) -- Caltrans plans to close a portion of eastbound State Route 56 overnight Thursday.According to the agency, all eastbound lanes of SR-56 at Camino Del Sur as well as the Camino Del Sur on-ramp will close Thursday from 12:01 a.m. to 4 a.m.The closure will take place so crews can work on the Carmel Road overcrossing. The work is part of a county-wide project to install self-reflecting signs.CHECK TRAFFIC CONDITIONSAccording to Caltrans, the new signs will enhance nighttime visibility and will replace signs that require light fixtures. 569

SAN DIEGO (KGTV) — Days before the sale of a Del Cerro home was scheduled to close, thieves went on a shopping spree inside the house.In the 5600 block of Genoa Drive, neighbors were jolted by something unexpected."It's shocking because things like that don't happen in our neighborhood," said Diane Cozey.On Wednesday morning, at a three-bedroom, three-bath home that was well into escrow, a disturbing discovery was made by the staging company arriving to collect their inventory. The front door had been left ajar. "Just dismayed that someone could do something like this," said homeowner Randy Arciniega.Arciniega says his home was raided. The furniture, installed lighting, and rugs remained, but just about everything else was gone: towels, pillows, blankets, artwork, lamps, plants and other decor. Also missing was the refrigerator."The only thing that bothered me more is so much destruction happened," said Arciniega.Arcieniega says his beautiful floors were carved up as the burglars dragged the fridge out of the home. The total loss? About ,500.He tells 10News the lockbox was attached to some PVC piping, which was found damaged. The thieves apparently yanked it off the lockbox and somehow got inside it to use the key. Arcieniega says the biggest mistake he made was shutting down the alarm, because so many people were going in and out of the home. He believes the thieves were likely headed back for the rest of the inventory. The washer had been moved from the laundry room to the garage.The break-in happened sometimes between Saturday afternoon and Wednesday morning. Arciniega covered the costs of the refrigerator and floor damage. The sale of the home is expected to close Monday. 1716

SAN DIEGO (KGTV) - Ballast Point has introduced its way of giving back to the San Diego community after 20 years in business.Ballast Point is releasing "Made in San Diego," a new beer which will benefit the San Diego Regional Economic Development Corporation. The brewery will donate 50 cents for every case of the beer sold to the EDC Foundation Entrepreneurship Fund.Leaders from the city and Ballast Point officially tapped the beer at Wednesday's San Diego Padres game at Petco Park.RELATED: San Diego-based Ballast Point to become Disneyland's first on-site brewery"As a brewery that has called San Diego home for over two decades, we couldn’t be more excited about this announcement," Marty Birkel, president of Ballast Point Brewing Company, said. "This community has embraced us from a small home brew supply shop to a globally distributed brewery, and we want to honor our hometown supporters while empowering other local business owners to pursue their passion – just like Ballast Point did."The beer is expected to generate about ,000 a year for the EDC program for small businesses.
