(AP) — California may join many other states in allowing 17-year-olds to vote in primary and special elections, if they will turn 18 before the following general election, under a proposed amendment to the state constitution approved Thursday by the state Assembly.If two-thirds of senators agree, the measure would to go to voters for their consideration in California's March primary election, but it would not affect next year's elections.The measure passed, 57-13, over objections from Republican Assemblyman James Gallagher of Nicolaus that it's a ploy to lure more Democratic-leaning young voters.RELATED: California Gov. "That's what is really going on here."Democratic Assemblyman Kevin Mullin of San Francisco said the practice has been adopted in other states that lean Republican, and the goal of his measure is to "empower California's youngest voters" and encourage a habit of life-long voting."The time has come for California to join in pursuing what so many other states have done," Mullin said.The National Conference of State Legislatures says the practice is permitted in at least 17 states: Connecticut, Delaware, Illinois, Indiana, Kentucky, Maine, Maryland, Mississippi, Nebraska, New Mexico, North Carolina, Ohio, South Carolina, Utah, Vermont, Virginia, and West Virginia, as well as the District of Columbia. Some states that use caucuses also allow 17-year-olds to participate, though the rules are generally set by each political party."It's not driven by a Democratic idea in California," said Democratic Assemblywoman Lorena Gonzalez of San Diego, listing some of the more conservative states. "To suggest that there's some political play going on I think is disingenuous. ... It's good for the process, it's good for them, and it's our way to develop lifelong voters."The measure is supported by groups including the League of Women Voters of California. It's opposed by the Election Integrity Project California Inc., which noted that 17-year-olds are still considered children, mostly in high school, who may be easily influenced by their parents and teachers.The measure is separate from another proposed amendment to the California constitution that would lower the voting age from 18 to 17 even in general elections. That measure is awaiting an Assembly vote.California is among 14 states that allow 16-year-olds to pre-register to vote, but they can't currently vote until they turn 18. Nine other states set different pre-registration ages.Berkeley voters in 2016 allowed 16- and 17-year-olds to vote in local school board elections, but a similar measure failed in nearby San Francisco. 2861

RIVERSIDE, Calif. (AP) — A pilot ejected moments before an F-16 fighter jet crashed Thursday into a warehouse just outside March Air Reserve Base in California, military officials said.The pilot was not hurt, and there were no immediate reports of injuries on the ground, said Maj. Perry Covington, director of public affairs at the base. The cause of the crash was under investigation.Interstate 215, which runs between the base and the warehouse, was closed in both directions, backing up rush-hour traffic for miles.Television news showed a large hole in the roof and sprinklers on inside the building about 65 miles east of Los Angeles.Cellphone photos and video from inside showed what appeared to be the tail of the plane buried in twisted metal and piles of cardboard boxes.Daniel Gallegos, a warehouse worker, said he's used to hearing the sound of planes coming and going, but the noise just before the crash was deafening."Next thing I know I just hear this explosion and turn around to the back of the building, and I just seen a burst of flames and just the ceiling started falling through every part of the building," he told KABC-TV . "I turned around, and my co-worker just told me to get, so I just made a run for it."Gallegos said he believed one of his co-workers was struck by something — possibly a falling fire sprinkler — but wasn't seriously hurt.The crash happened as the pilot was landing following a routine training mission, March Air Reserve Base Deputy Fire Chief Timothy Holliday said."The pilot was having hydraulic problems," Holliday said. "He started losing control of the aircraft."The jet's cockpit canopy was on a runway, and a parachute had settled in a nearby field.Damage to the warehouse was relatively minor, and there was no major fire, which Holliday called "a miracle."The pilot, the only person on board, was taken to a hospital for examination, officials said.The F-16, assigned to the Air National Guard, was carrying standard armaments, Holliday said. ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082
