(KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased.But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. Supporters of the movement say they'd like to see less patrolling and reaction to major needs. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. Cities may focus more on preventative efforts like education and services for low-income communities."I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream," said Bryan. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. San Diego is going to respond differently than Los Angeles and California cities will respond differently than cities in Minnesota," St. George says. 2839

That patient was the first case of coronavirus without having any known contact with someone who is infected.State officials say there are currently 33 people across California with the virus.Solano County Public Health Officer Dr. Bela Matyas says officials have identified dozens of people who have had close contact with the woman. (KGTV) — California officials announced Thursday the state's REAL ID identification is now in line with federal requirements.Last December, the Department of Homeland Security notified state officials that requirements for the new identification and drivers license needed to be stricter.Now, those applying for the card will need to show one proof of identity, original or certified; one proof of Social Security Number; and two proofs of California residency. A complete list of acceptable documents is available online here.Those who have already received a REAL ID license or card will receive a letter in the mail asking them to confirm their address and must mail the form back to the DMV. This will count for their second form of identification.RELATED: San Diego DMV customer has warning about websitePreviously, the state only required one proof of residency and counted the post office's delivery of the ID as the second form, placing it at odds with federal requirements.Beginning on Oct. 1, 2020, the REAL ID drivers license or ID will be needed for airline passengers traveling domestically or accessing federal facilities or military bases. However, airline passengers will still be able to show a passport to travel within the U.S. as well.Residents are encouraged to schedule appointments to apply for a REAL ID and fill out the necessary paperwork (available online) before visiting DMV offices.So far, the state estimates about 4.1 million REAL ID drivers licenses and cards have been issued. 1518

(KGTV) - Are police in India really testing traffic lights that stay red if too many drivers honk their horns?Yes.Noise pollution from people laying on their horns is a big problem in India.So late last year, Mumbai police set up noise meters on traffic light poles. If the meters registered 85 decibels or more, the lights were reset and stayed red longer.Another trial at ten more locations is planned for March.
