SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment. SDSU Mission Valley will be a true revitalization of public land in all aspects of the plan," SDSU President Adela de la Torre said. "We are thrilled to take this critical next step toward closing the sale and creating generational opportunities for all San Diegans."Chris Thomas, a graduate student at SDSU who recently earned his bachelor's degree from the school, said he believed the project would take the university to a new level. "The biggest impact that it's going to create is for the student experience," he said. "It's going to engage a lot more students, it's going to be able to bring in more students to SDSU and really engage in that culture of learning."The council called its special meeting Friday after intense negotiations, including an 11-hour marathon day earlier in the week. City and university negotiators were going back and forth on more than a dozen key points, including environmental and legal liability. "The two sides locked arms and said 'Hey, we got to work through these things,' and we did it in a very cooperative manner," said John Kratzer, of JMI realty, a consultant to SDSU.City Councilman Scott Sherman, whose district includes Mission Valley, said the best negotiations are ones where both sides leave the table not entirely happy."Neither side gets everything that they want, he said. "I think that's where we are here today."If all goes as planned, the new stadium would be ready for the 2022 Aztec football season. 2762

SAN DIEGO (KGTV) — Bystanders captured video of a truck involved in a crash near San Diego International Airport on Saturday speeding away from the scene.The video begins moments after a three-car crash on N. Harbor Drive at Lee Court around 9:30 a.m. A white truck reportedly slammed into the back of a Ford F-350 and sideswiped a sedan, according to the driver of the sedan, Kathleen Gleason. The driver of the white truck is then seen speeding away, creating a cloud of white smoke, with the driver-side front tire bent sideways. The driver first heads eastbound before turning around at McCain Road and heading westbound. A police vehicle is seen seconds later turning around and pursuing the truck.Gleason, a Lyft driver who was struck by the truck, told ABC 10News the suspect was determined to get out of the area quickly. She said she was in the middle of dropping off a passenger to the airport when she was struck. Thankfully, Good Samaritans gave the passenger a lift the rest of the way, she said.Gleason said police caught up with the driver and arrested the person. ABC 10News reached out to San Diego Police about what charges the driver faces, but have not heard back. 1192

SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The guards could either carry guns or non-lethal weapons, such as mace or hand restraints, depending on the arrangement. The city currently has very few armed guards - mostly stationed around public bathrooms downtown. RELATED: City may seek armed guards at Central Library, other parksA firm called Able Patrol and Guard patrols city parks and libraries, However, those guards are unarmed and essentially observe and report. The change comes after guards reported being threatened, spit on, and harassed, namely by a growing homeless population outside the Central Library. The city is now aiming to increase their ability to defend themselves. The details emerged under a new city request for proposals obtained by 10News. The document says guards are still required to defer to police unless the situation calls for self-defense.“Reasonable force is to be used only if Guards are physically threatened or if they feel another person’s safety is in jeopardy,” the document says. “If necessary, Guards are to call the San Diego Police for assistance.”RELATED: City of San Diego adds more armed guards to patrol downtown public restroomsThe document says guards who carry guns must have permanent licenses from the state of California and five years experience in the sector. They can also qualify with substitutes such as two years of military experience or two years as a police officer. "The City is releasing a comprehensive RFP that allows the City to potentially utilize a variety of security services should the need arise," city spokesman Tim Graham said in a statement. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. He said the police chief would always be notified in the event of armed security dispatched. The city is seeking responses by Sept. 7. Mayor Kevin Faulconer was not available for an interview.
