BEIJING, Dec. 14 (Xinhua) -- The Communist Party of China (CPC) has announced that it would publicize the affairs of grassroots Party organizations by the end of 2011, a further step in its effort to push forward intra-party democracy.The decision was made public on Tuesday by He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, during a national meeting in Beijing where he laid out a five-point plan on the publication of affairs of grassroots Party organizations.He said Party organizations at all levels should fully understand and implement a guiding document that was issued by the General Office of the CPC Central Committee in September.The document called openness in Party affairs the life of the Party and an essential part of the intra-Party democracy, and defined openness in Party affairs as "publication of content, procedures, results and other aspects of Party affairs within a certain scope."Publishing affairs of grassroots Party organizations was an important measure to expand democracy within the Party at the grassroots level, safeguard the democratic rights of Party members, strengthening intra-Party supervision, and regulating the use of power, the document said.He urged Party organizations at all levels to meticulously draw up implementation schemes to ensure that the policy of openness in Party affairs would begin in grassroots Party organizations, including those in enterprises, rural areas, government institutions and schools.He said grassroots Party organizations should willingly publicize its affairs, such as its resolutions, the implementation of these resolutions, and official appointments, in a timely manner except for those concerning classified information of the Party and the state.

TOKYO, Nov. 12 (Xinhua) -- Chinese President Hu Jintao arrived in Japan Friday for the 18th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC), which is slated for Saturday and Sunday in Yokohama.Hu and his wife, Liu Yongqing, were welcomed by senior officials from the Japanese Foreign Ministry at Haneda airport.Chief Executive Donald Tsang of the Hong Kong Special Administrative Region and Chinese Ambassador to Japan Cheng Yonghua were also present at the airport to greet Hu.President Hu, who flew into Tokyo from Seoul after attending the fifth summit of the Group of 20 (G20), was traveling by car to Yokohama.With the theme of "Change and Action," this year's Economic Leaders' Meeting will focus on the regional economic integration, a growth strategy for the Asia-Pacific region, human security, the economic and technical cooperation, and the assessment of achievement of Bogor Goals by APEC economies, according to the meeting agenda.The Bogor Goals call for free and open trade and investment in the Asia-Pacific by 2010 for industrialized economies and by 2020 for developing economies. UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its support for a peaceful and comprehensive settlement of the Darfur issue, saying that efforts should be made to remove the root causes that resulted in such an issue.The statement came as Yang Tao, the counselor of the Chinese Permanent Mission to the United Nations, was taking the floor at an open Security Council meeting on Sudan."Currently, it is very important to maintain security and stability in Darfur," Yang said. "It is hoped that all parties to the Darfur conflict can solve their differences in a peaceful manner through political dialogue, and reconciliation should be achieved and violence avoided.""Achieving substantial result at an early date of the Darfur peace process and reaching a comprehensive political agreement represents a basic guarantee for the long-term peace and stability in Darfur," he said."Without a robust political process, there would be no peace and stability in Darfur, neither would there be the protection of civilians, humanitarian assistance, economic recovery and reconstruction," he said."We once again urged the armed groups which have not yet joined the Doha political process to do so immediately without any conditions," he said.As a mediator of the Darfur peace process, Doha has brokered several rounds of talks between Khartoum and rebel groups over the past years.The Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur, he said.
