Newly released police body cam shows Waffle House shooting suspect Travis Reinking in East Tennessee two months before the Antioch attack. It's video from a motel in Alcoa, where Reinking was staying in February while working on a construction project. Full Coverage: Antioch Waffle House ShootingOne clip showed one of his several run-ins with the law. One of those run-ins happened just two months ago.Reinking told the officer someone kept knocking on his window and yelling. However, it was a woman who called police on him for allegedly threatening her in a violent manner. "They'll be talking loud at night, knock on the windows and walk off, and I don't know who it is,” Reinking said in the clip. Samantha Veals said she was trying to put her kids to sleep when she heard Reinking yelling. She told him to be quiet, at which point he allegedly charged inside her motel room, balled up his fist and laughed at her when she screamed.  Reinking admitted to police that he yelled at Veals but denied charging at her. He checked out of the motel that night and Veals opted to not press charges. Reinking?was arrested Monday and charged with four counts of criminal homicide, four counts of attempted murder and one count of unlawful gun possession in the commission of a violent felony.  The Waffle House reopened Wednesday and for the next month, is donating 100 percent of its proceeds to the victims of the attack.  More:  1514

NEWPORT BEACH (CNS) - Ten firefighters and 11 lifeguards have recently tested positive for COVID-19 in Newport Beach, officials confirmed today. The numbers are a cumulative total throughout the past month and most have already returned to work, Fire Chief Jeff Boyles told City News Service. The infections apparently happened through community spread and not while the firefighters and lifeguards were on duty.Boyles told the Los Angeles Times that all fire stations and trucks remain staffed, but the department is not sending crews to help fight brush fires in other counties. 586

NEW YORK CITY — Snitches get — a quarter of the proceeds?New York City city legislators have proposed a new bill that would allow people in the city to report others for parking illegally and take a cut of the fine. Two Democratic New York City councilmen — Council Speaker Corey Johnson and Stephen Levin — are the primary sponsors of the bill that would create a 5 fine for obstruction of a bike lane, bus lane, sidewalk, cross walk or fire hydrant under certain conditions. The bill would also create a civilian reporting program, essentially allowing passersby to submit complaints — and provide evidence — of a violation to the Department of Transportation. Once the city collects the fine, the complainant gets 25%.If the bill passes, it'll bring new meaning to "if you see something, say something."This story was originally published by Corey Crockett on WPIX in New York City. 894

NEW YORK -- Police took a man into custody after a 92-year-old woman was shoved and hit her head in an apparent random attack in Manhattan earlier this month.Rashid Brimmage was arrested Tuesday afternoon. The 31-year-old man faces a charge of assault, according to authorities. The incident happened on June 12 just before 3:30 p.m. along Third Avenue between 15th and 16th streets in Gramercy Park, police said.Surveillance video released by police showed the suspect shove the woman as she walked past him on the street. 530

NEW YORK CITY — The principals and teachers unions are calling for New York City to delay school reopening for at least a month. While most major cities have opted to start the school year virtually, New York City still plans on resuming in-person. Mayor Bill de Blasio responded while touring Village Academy in Far Rockaway, Queens on Wednesday with Schools Chancellor Richard Carranza."Unions will always sound various alarms and unions will say things sometimes in a very dramatic fashion, this is nothing new in New York City," de Blasio said. "But the question is really, what is the mission? The mission is to take care of our kids."Jacob Stebel, a high school film teacher in the Bronx, said a pod system, where students would be taught in groups in a single classroom, won’t work with high schoolers.“Students will be grouped by the classes they have to take together, instead of students moving from classroom to classroom, teachers are moving from classroom to classroom," Stebel said. That would put him in six to seven different classrooms a day with just as many groups of students.“If I have to go into eight different classrooms a day, I have to set up my materials again,” he said.According to the mayor and city’s top educator, with a month to go, they’re still working through the details."One of the things we're working on right now, and, again, with a month to go, is how can we compress things so even at the middle school and high school level, there's less movement," de Blasio said. "And it might look different than a normal school year, but it's the – we just need to get one school year in, in this fashion."De Blasio maintained the first day of school would be Sept. 10.This article was written by Jennifer Bisram for WPIX. 1759
