SAN DIEGO (CNS) - The Board of Supervisors today voted unanimously to make San Diego County's million Small Business Stimulus Grant program available to all businesses affected by COVID-19 safety restrictions.Supervisors voted to expand the small business relief program via teleconference after hearing an update on the county's efforts to combat the spread of the virus as well as information about future vaccine distribution.They also heard from numerous businesses owners angry over the newest state restrictions mandated by Gov. Gavin Newsom.The restrictions, which went into effect at 11:59 p.m. Sunday, were triggered when intensive-care unit bed availability remained below 15% afterSaturday's daily update, according to the California Department of Public Health. New infections and hospitalizations from the coronavirus have surged in San Diego County, which reported its third-highest daily total of COVID-19 cases on Monday with 1,998.It was the seventh consecutive day with more than 1,000 new cases and the 15th time in the last 18 days. A record 2,287 infections were reported Friday. The cases reported Monday bring the county's cumulative total to 94,169.No new deaths were reported Monday with the total remaining at 1,062. The county has received nearly 0 million in federal CARES Act funding to help residents and businesses since the pandemic started earlier this year.Supervisor Nathan Fletcher, who proposed expanding the business aid, said he understands the impact a regional stay-at-home order has on business owners, and ``expanding this economic stimulus program will provide bridge funding to support them and their workers while the restrictions to slow the spread are in place.''Fletcher, who also serves as co-chair of the county's COVID-19 subcommittee, added that he understands people are frustrated by restrictions, but ``when we go from 200 to 2,000 cases a day, we have to change what we're doing.''Dr. Wilma Wooten, county public officer, told the board that the state of California is anticipating 327,000 doses of a COVID vaccine in mid December, with San Diego County expected to receive 28,275 doses in the state's first round of distribution.``I'm encouraged that our way forward will be seen with vaccinations to (create) herd immunity,'' she said. As she has at other county meetings, Wooten again urged residents to follow guidelines, including washing hands and maintain social distancing.``We can flatten the curve again,'' she said. ``We can come out of this in a way that saves lives.''Many residents who called in during the update's public comment period voiced their frustrations over how the restrictions are harming them, their families and businesses. I'm going to work wherever I can in a COVID-safe manner.''Dr. Holly Yang, president of the San Diego County Medical Society, reminded residents that the fastest way to reopen the economy is to get the virus under control.``We are at a critical moment -- the majority of the county is doing the best it can to reduce spread of the virus,'' Yang said.A motion by Supervisor Jim Desmond that would allow certain county staff not to enforce closure of playgrounds failed. ``This is for our kids,'' who have a much better tolerance towards the coronavirus, said Desmond, board vice-chairman.His colleague Dianne Jacob said she'd also like to see the playgrounds opened up, but it would be irresponsible of the county to defy state orders.``Whether we like it or not, that's what exists,'' she said. ``Otherwise, that encourages civil disobedience.'' SAN DIEGO (CNS) - Seven influenza-related deaths were confirmed last week in San Diego County, bringing the number of fatalities so far this flu season to 57, compared to 30 at this time last year, the Health and Human Services Agency reported Wednesday.The ages of the patients ranged from 60 to 89, and all had underlying medical conditions, according to the HHSA.The total number of cases dropped for the third week in a row. The county logged 1,548 cases last week, compared to 1,689 the week before."While influenza cases have continued to decline, flu activity is still widespread in the region," said Dr. Wilma Wooten, the county's public health officer. "People should continue getting vaccinated and taking other preventive measures to avoid getting sick."The seasonal total of influenza cases is now 15,097. Last flu season saw 4,414 by this time and 9,655 in total.County health officials are encouraging people who are sick to first contact their health care provider by telephone or arrange an urgent appointment, but to go to an emergency department if they have any of the following symptoms:-- difficulty breathing or shortness of breath;-- chest pain or abdominal pain;-- sudden dizziness;-- confusion;-- severe or persistent vomiting; or-- flu-like symptoms that appear to get better, but then return with a fever and worse cough.County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like asthma, diabetes and lung disease, and people age 65 or older.Residents can take precautions against contracting the virus by frequent hand washing, cleaning commonly touched surfaces, avoiding contact with sick people, and avoiding touching your eyes, nose, and mouth.The flu vaccine is available at local doctors' offices, retail pharmacies and the county's public health centers. SAN DIEGO (CNS) - The California State University Board of Trustees announced the appointment Wednesday of Ellen Neufeldt as president of the San Marcos campus.Neufeldt will become the university's fourth president when she takes over in July. She is currently the vice president of student engagement and enrollment services at Old Dominion University in Virginia.CSU officials had searched for and interviewed candidates for the Cal State San Marcos presidency since November."Dr. Neufeldt has been a visionary leader who has demonstrated a commitment to student success throughout her career," said CSU Trustee and search committee chair Jean Picker Firstenberg. "She brings a wealth of experience, and will serve as an inspirational leader on the campus and in the community."Current CSUSM President Karen Haynes announced last September that she plans to retire in June. Haynes, will leave office as the longest-tenured president in the university's history, helped increase the school's population from 7,000 in 2004 to the current 17,000 and added 15 new buildings and more than 100 academic programs.Neufeldt has held her current role at Old Dominion since 2011, overseeing government relations and marketing and public relations in addition to student engagement and enrollment services. SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced Thursday that it received .5 million in federal funding to support housing vouchers to unsheltered military veterans.The county will use the ,520,346 grant to issue 175 housing vouchers to veterans throughout the county. The U.S. Department of Housing and Urban Development awarded the grant to the county HHSA through its Veterans Affairs Supportive Housing program, which supports rental assistance, drug and alcohol counseling and financial education for veterans and their families."This grant is good news for our unsheltered veteran population," said HHSA Housing and Community Development Services Director David Estrella. SAN DIEGO (CNS) - The CEO of a La Jolla-based financial services firm pleaded guilty Wednesday to defrauding shareholders, falsifying tax returns and operating an unlicensed money services business.David Nava, head of Surf Financial Group LLC, worked with others to convert publicly traded companies' debt into unrestricted stock under false pretenses, and then sold the stock, despite being banned since 1994 by federal securities regulators from taking part in the securities industry, according to federal prosecutors.Prosecutors say Nava, 62, directed others to write fraudulent attorney opinion letters that facilitated removing restrictions on stocks so they could be sold, in circumvention of the U.S. Securities and Exchange Commission's regulations on the offer and sale of securities.The Department of Justice said brokerage firms cleared the sale of shares of the restricted stocks on the basis of those letters, allowing Nava and others to sell millions of shares, then move the proceeds into bank accounts under his control.In addition to his plea to a federal count of conspiracy to commit securities fraud, Nava also pleaded guilty to operating an unlicensed money transmitting business, which he used to move millions of dollars in financial proceeds, and a tax fraud count for falsifying federal tax returns from 2014 to 2016, in which he underreported Surf Financial's profits in order to conceal his true income and tax liability, according to the Department of Justice.Sentencing is slated for Jan. 8 in San Diego federal court. 1556
