SAN DIEGO (KGTV) — San Diego Sheriff’s Department has released documents requested by ICE.Under the California Values Act or Sanctuary laws, the Sheriff’s Department is not allowed to help ICE find or arrest undocumented immigrants.But, Sheriff Bill Gore says the subpoenas that ICE issued last week, requires them to release the records. A 28-year-old arrested in January for assaulting his spouse and child. A 42-year-old arrested last November for first degree robbery. And a 31-year-old man arrested last December for spousal abuse and false imprisonment. The first two remain in custody. While the last two were released into the community.A spokesperson from ICE sent a statement saying in part, “The California sanctuary laws forces the Sheriff’s Department to release many criminal aliens to the street rather than transfer to ICE custody which they say threatens public safety and national security since many will re-offend leading to more victims.”Sheriff Gore says they want to make sure they follow the rules but make sure they protect all of those that live in the county.“We’re not the immigration police, we’re here to protect the undocumented people in the county just like everyone else. SAN DIEGO (KGTV) — Six San Diego VA employees have tested positive for the coronavirus.The employees are with San Diego VA Healthcare System Counseling Center and are now in home isolation in accordance with CDC guidelines. SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population.In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge.The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years.The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602

SAN DIEGO (KGTV) — Some local colleges are shifting toward a new policy of getting rid of standardized test scores as an admissions requirement.The University of San Diego is one of 60 other colleges, including local Cal State and University of California campuses, now using the "test blind" policy amid a pandemic-altered high school experience and education.The SAT has been something on Laila Ellyse's mind for some time now. She says part of her concern recently has been COVID-19-related restrictions on testing group sizes."You've been hearing about it for such a long time you have to take the SAT, it's like this big bad test," Ellyse said. "The number of seats available at any given test site is now reduced because of social distancing and all of those kinds of things." Ellyse says she had to go all the way to Utah to take the test because there were no testing site options in California. Standardized testing has also become increasingly debate following the nationwide college admissions scandal, in which several parents were charged with paying to get their kids admitted to top tier colleges.That's part of the reason USD is now a test blind campus. While SAT or ACT scores can be admitted, they'll be ignored for admission. Instead, college officials will consider other factors including high school academic record and GPA, letters of recommendation, admission essays, extra-curricular involvement, work experiences, and family responsibilities.USD says it hopes the new policy will make the admissions process fair and equitable for all students and allow lower-income students who may face barriers to accessing testing an even playing field.The test blind policy may not be permanent though. SAN DIEGO (KGTV) - San Diego residents have more access to public parks than other major California cities but parts of the county are falling behind, according to a study by the Equinox Project.78 percent of San Diegans live within a half-mile of a park in city limits, the study showed in an analysis of 2016 data. Overall, the city had almost 35 acres of park land per 1,000 residents.Mayor Faulconer credits proper budgeting as a reason for having so many parks in the city."Our neighborhood parks need to reflect that. That's why it's been important to me to back that up and put the dollars where they're supposed to be going and we're seeing a huge difference," said Faulconer.COUNTY CITIES TRAIL SAN DIEGOThe park land percentages dropped in San Diego County cities with higher low-income populations: Lemon Grove, La Mesa, Vista, and El Cajon.Moms like Nichollette Burrows and Kiara Edwards in Lemon Grove say they usually drive out of their city to look for different options for their children."It definitely makes my husband and I want to move to somewhere that's more kids friendly and already has those amenities," said Burrows. "Almost every time they ask if we can walk to the park, but it's just too far," said Edwards.  1255
