LOS ANGELES, June 4 (Xinhua) -- U.S.-China relations are improving on the back of their need for mutual support after undergoing a rocky period earlier this year, U.S. Congressman Adam Schiff said here Friday.The bilateral relationship came under pressure due to U.S. arms sales to Taiwan, the ** Lama's U.S. visit and tensions in the Korean Peninsula, but the overall situation was good and the bilateral cooperation was at a very high level, the Democratic congressman from California told a Chinese press club luncheon.Schiff said he didn't think the current tensions on the Korean Peninsula would have a serious impact on U.S. relations with China.He said both countries needed each other's support in forums such as the six-party talks to resolve the issue of nuclear proliferation on the peninsular.The United States also needed China's cooperation in developing alternative and green energy. The two nations could not simply compete with each other on this front, but needed to learn from each other, he said.Schiff sponsored the Nuclear Forensics and Attribution Act to strengthen the U.S. Department of Homeland Security's efforts in developing techniques for "fingerprinting" nuclear material and encouraged U.S. President Barack Obama to negotiate international agreements to govern international nuclear forensics activities.Schiff is also leading the effort to combat intellectual property theft. YUSHU, Qinghai, May 5 (Xinhua) -- Chinese authorities are working to protect the quake survivors in the northwestern province of Qinghai from potential secondary disasters.The government has provided sufficient food, drinking water and tents for more than 200,000 quake survivors, but landslides, floods and disease outbreaks may still threaten their lives.The magnitude 7.1 quake has killed at least 2,220 people, with 70 still missing and more than 12,000 injured.Recent rain has raised the risk of landslides as the devastating quake and aftershocks has destabilized mountain slopes. The rainy season starting in late May or early June will make the situation worse.A total of 139 survivors were evacuated to safety 7 km away from their make-shift homes in Changu Village of the quake-hit Yushu Tibetan Autonomous Region early Tuesday morning as rain-triggered landslides threatening their safety."It's still an arduous task to prevent and guard against secondary disasters," said Wang Jianbin, deputy director of the Qinghai provincial land and resources bureau.

BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.

WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. Bown, a Brandeis University economics professor.That increase follows a 44 percent increase in new investigations in 2008. And China has become the main target of the rising protectionism.
