SAN DIEGO (KGTV) - Typically dry and brown swaths of San Diego County are currently lush and green due to record-setting levels of rain, indicating the availability of more vegetation with the potential to fuel a wildfire during drier years. To watch for the threat from growing brush and grass, Cal Fire and other agencies track fuel moisture, the amount of water in a plant. When fuel moisture is high, fires do not ignite quickly - or at all, according to the National Oceanographic and Atmospheric Association. Fires spark easily and spread fast when fuel moisture is low. Any fuel moisture content level below 30 percent indicates the brush is dead and at the mercy of temperatures, humidity and winds, NOAA reports. The calculations are critical for firefighters when Santa Ana conditions arrive and San Diego’s winter storms are a distant memory. “A direct relationship to this rain is how damp that brush is throughout the summer, or how high it is,” said Cal Fire Captain Jon Heggie. “Think of it as a sponge and it’s full of water right now,” said Heggie. “We’ll monitor that throughout the year and as we get closer to the heat of the summer we’ll really pay attention to what those levels are. Once they hit certain thresholds, that’s when we know fire danger is really at its highest.” Fuels were critically dry before San Diego County’s Cedar Fire in 2003, the U.S. Forest Service and California Department of Forestry reported. Humidity levels monitored at the Descanso Fire Station dropped to 4 percent, with the fire moisture level of the brush plunging to the same low. To make the situation worse, the county had experienced several years of below-normal rainfall. Although chaparral and coastal scrub were the most likely to burn in the Cedar Fire, Heggie called grass a “huge contributor” to fire growth in California. Heggie’s assertion echoes what climate change scientists from Scripps Institution of Oceanography, San Diego State University and other local research outlets discovered about fire fuel. “One climactic variable that has become important in recent years is high prior-year precipitation, likely due to its role in promoting higher abundance of annual grasses that, once dry, become extremely ignition prone in the subsequent year,” the group wrote in a study about the ecological impacts of climate change. Heggie, who has been fighting fires in San Diego County for 25 years, has noticed the changing weather patterns. “I’ve seen conditions gradually get worse for probably the last decade; what that tells me is that the landscape is reacting to those ten years of drought.” To alleviate the threat, fire agencies routinely conduct brush mitigation activities including controlled burns and, on occasion, using goats to eat through unwieldy vegetation. “There’s so much fuel, we are doing our best to stay in front of it, but the tremendous amount of fuel on the landscape is going to take decades for us to really get a handle on,” said Heggie. Cal Fire increased the amount of controlled burns planned for 2019, but Heggie says preventing fire is key. He encourages San Diegans to clear the brush around their homes and be careful on high fire danger days. “Our new normal is that we always have potential for that large fire to break out anyplace here in San Diego County.” 3325

The red curb at Abbott Street and Santa Monica Avenue got the attention of neighbors. Diana Webster has lived in the community for 66 years and said people have been getting active with spray paint. “On Friday, five scooters were parked in there and on Saturday, somebody had painted black where all the scooters should be parked. Sounds like there is some suspicious activity with spray cans, I guess so,” Webster said. “I think it’s pretty crazy someone got away with it,” said a neighbor identified as Rodrigo. The city said illegal red curbing happens regularly in parking-dense areas and the best way to take care of it is to report it through their Get It Done app. If the paint looks different than a typical red curb, it’s likely illegal, the city said. 910

But he got much more than just a beauty shot."There were some crazy things going on," Grant said.He ended up witnessing a cliff and water rescue."Two young girls ... They looked to be about 12 or 13," Grant said. "They were down at this point, and a large set came in and swept them off their feet.""The older one hit her head probably down on the reef and had a pretty serious head injury in the water," Lt. Andy Lerum with the San Diego Lifeguards said.Before first responders could arrive on the scene, two boys jumped into the water to help the girls. The two teenage boys worked to keep the girls above water until help arrived, lifeguards said, adding that their efforts were instrumental in saving their lives."It was big surf," Grant remembered. "The girls could not swim or couldn't swim very well, that's for sure. And it just could've been a tragic event if those two guys didn't happen to be here."Grant captured dramatic photos of the rescue, showing responders hoist one of the girls from the cliffs. In the end, Grant did get his sunset shot, just with an amazing cliff rescue in the foreground.Lifeguards remind folks that even in exposed reef areas, strong waves could come crashing at any moment. SAN DIEGO (KGTV) - Video captured shots ringing out, apparently pelting cars in a Rolando neighborhood, including the vehicles of a family already impacted by the pandemic.A shattered windshield is what Ondria Aviles found when she went to her Dodge Journey, parked outside her home along Marraco Drive on Monday night."Just couldn't believe that had happened," said Aviles.Her husband came out and found the driver side window of his truck - also parked on the street - was also shattered."My husband had a BB pellet hole in his window," said Aviles.Turns the moments their vehicles were vandalized were captured by neighbor Ryan Dick's surveillance camera. Just before 7:30 that night, a red sedan was recorded driving through when three shots rang out in a span of three seconds. The final two shots sounded near Aviles' vehicles.According to posts on the Nextdoor app, at least four other cars and homes were struck in a several-mile stretch. "Couldn't imagine if they missed and hit someone, a young child. We have three kids," said Aviles.Along with her outrage, there is frustration. The bill for the window damage will be a hardship. Because of the pandemic, she's been furloughed for several months. Her husband's work hours reduced."This is the worst time this could happen, in our current situation," said Aviles.That mystery car is believed to be a maroon Lexus IS. SAN DIEGO (KGTV) - Two guided-missile destroyers were simultaneously dry docked at a Barrio Logan shipyard Wednesday. The USS Stethem and USS Decatur were lifted together inside the BAE Systems’ “Pride of California” dry dock. The dry-dock is 950 feet long, 160 feet wide and has a lifting capacity of 55,000 tons. The destroyers each are 505-feet-long and displace about 9,000 tons, according to BAE Systems. Crews will conduct repairs on the ships’ hulls, internal ballast and storage tanks, ventilation, propulsion and engineering systems, and living spaces. The ships should be re-floated by April 2020, BAE systems reports. 636
