(KGTV) -- Police in Escondido are joining law enforcement throughout the state in cracking down on distracted driving throughout April.Throughout the month, the city is deploying extra traffic officers thanks to grant-funded resources. Violators will be stopped and cited with fines set at 2 for first-time offenders.On April 5 and April 13, law enforcement officials all over the state are set to step up distracted driving enforcement.According to authorities, officers have issued hundreds of thousands of citations over the past three years to those texting or calling while driving.Recent legislation has even gone as far as to make it illegal to use a smartphone’s apps while driving."California’s distracted driving laws have been saving lives for a decade now,” said former State Senator Joe Simitian, who authored the state’s hands-free and no-texting laws. “Every day, somewhere in California, someone is sitting down to dinner with their family who wouldn't have made it through the day without these laws on the books. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat were a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers."I was the fourth person she knew of personally that this happened to. I was duped," Alice said.Then this past Wednesday, she was back at the gas station and filling up, when she saw something familiar. It was another new GMC Yukon.Inside was a different family. She saw them talking with a young man, before pulling out a ring."I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" Alice said.She learned the family had a similar story about vacationing from Dubai. The SUV sped off."It makes me angry. It's the giving season and they take advantage of that. They're actors. FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Ethan Melzer, a 22-year-old US Army private, has been indicted for allegedly plotting a “mass casualty” attack on his Army unit.In its announcement of the indictment, the Department of Justice said that Melzer was sending sensitive military information to members of a neo-Nazi group to help facilitate the attack.Melzer has been charged with conspiring and attempting to murder U.S. nationals, conspiring and attempting to murder military service members, providing and attempting to provide material support to terrorists, and conspiring to murder and maim in a foreign country.The DOJ said that the FBI thwarted the attack in May 2020 before arresting Melzer on June 10.The DOJ said that Melzer was a member of O9A, a group that officials say has participated in acts of violence.Melzer was informed of his unit’s deployment in April 2020. The DOJ said that Melzer then used an encrypted message application to send messages to O9A. The group allegedly planned a “jihadi attack” during the unit’s deployment.“As alleged, Ethan Melzer, a private in the U.S. Army, was the enemy within,” Acting U.S. Attorney Audrey Strauss said. “Melzer allegedly attempted to orchestrate a murderous ambush on his own unit by unlawfully revealing its location, strength, and armaments to a neo-Nazi, anarchist, white supremacist group.
