WASHINGTON, D.C. – Tuesday is the last day for small businesses to apply for a loan through the Paycheck Protection Program.About 4.8 million businesses received a PPP loan, with a total of 9 billion lent out. But as of Tuesday, there's still more than 0 billion left in the pot.As to why that is, the Small Business and Entrepreneurship Council says there's a few reasons, like concerns over how much would actually be forgiven, constantly changing rules, and strict limits to how the money can be used.“Not all businesses are the same. So, you know you've got businesses with high overhead, maybe few on payroll,” said Karen Kerrigan, President and CEO of the SBE Council. “This program really didn't align with their needs.”Business owners and advocacy groups complain that the money in the PPP was not fully put to work because it created obstacles that stopped countless small businesses from applying.A report from a research group says the program’s shortcomings also made it more difficult for minority businesses to get loans.The owners of a Colorado brewery who got a PPP loan say it helped, but only goes so far."It didn't solve the problems. What it did was sustain us for a few more months."The SBE Council is working with lawmakers on both sides of the aisle for further policy solutions. They're pushing to broaden what expenses can be forgiven, especially when it comes to technology.Through a survey, the group found 87% of small businesses said they wouldn't have been able to survive without cloud-based services.“We know that consumers are on social media and technology platforms looking for new businesses, looking for new brands, looking for new things that they need, and that's where small businesses can really fill that gap,” said Kerrigan.The Small Business Administration says it will be up to Congress to decide what to do with leftover funds from the PPP. 1900

Washington, D.C., Attorney General Karl Racine announced Tuesday that he has launched a civil investigation into whether the Archdiocese of Washington violated the law by covering up the sexual abuse of minors."While we generally don't talk publicly about our confidential enforcement activity, I can report that our office has launched a civil investigation into whether the Archdiocese -- which is a nonprofit institution -- violated the District's Nonprofit Act by potentially covering up allegations of sexual abuse of minors," said Rob Marus, a spokesperson for Racine."According to the law, nonprofits are required to work for a public purpose; if they are in fact covering up child sex abuse, that is clearly not in the public interest."Racine also announced a new portal for victims of clergy abuse in D.C. to report their abuse to his office.While the Attorney General in Washington, D.C., does not have jurisdiction over most criminal matters except for some misdemeanors, Racine can investigate potential civil violations. Racine could investigate, for example, whether the Archdiocese of Washington used donations or other funds to cover up the abuse of children, Marus said.Racine also has jurisdiction to enforce local laws requiring entities to report the abuse of children, the spokesman added. In Washington, D.C., clergy are not considered "mandated" reporters of abuse, but Catholic school teachers and other school employees are, Marus said.The Archdiocese of Washington did not immediately respond to a request for comment.Racine's investigation comes just days after reports that federal prosecutors in Pennsylvania have issued subpoenas to at least seven of the state's eight dioceses to probe for potential crimes. While the scope of that investigation is still unclear, groups like the Survivors Network of those Abused by Priests, which first asked the Department of Justice to launch a probe in 2003, called it unprecedented.Separately, the diocese of Buffalo, New York, also received a subpoena regarding clergy sexual abuse in late May, according to a source familiar with the subpoena.In September, the New York attorney general issued civil subpoenas for all eight Catholic dioceses in the state as part of a civil investigation into how the church reviewed and potentially covered up allegations of the sexual abuse of minors, according to a source close to the investigation.New Jersey's attorney general has also said his office would form a task force to investigate allegations of sexual abuse by clergy and any attempted cover-ups.Attorneys general in Missouri and New Mexico say they are also investigating church files for evidence of abuse and cover ups. 2702

  

WASHINGTON (AP) — The number of immigrants in the U.S. without legal status has declined to its lowest level in more than a decade, according to a new report released Tuesday.The nonpartisan Pew Research Center said 10.7 million immigrants lacked legal status in 2016, down from 11 million a year earlier and from a peak of 12.2 million in 2007 before the U.S. economy slumped.It is the lowest number since 2004, the report said.The decline stems largely from a drop in the number of Mexican immigrants living in the U.S. illegally to 5.5 million in 2016 from nearly 7 million in 2007. Some returned to their country to reunite with family, while others were deported.During the same period, the number of immigrants from Central America without legal status increased to nearly 1.9 million from 1.5 million.The report comes as the Trump administration has cracked down on immigration and bolstered security on the Southwest border, where thousands of Central American families have arrived to seek asylum.The report is based on U.S. Census Bureau data. It also noted an increase in the number of immigrants without legal status from India and Venezuela and a decrease in those from Brazil, Colombia, Ecuador, Korea and Peru.Overall, immigrants without legal status are less likely to be recent arrivals, said D'Vera Cohn, who co-authored the report.The report also notes that the number of legal immigrants grew to 34.4 million from 28.3 million over the nine-year period, and that more than half of the country's legal immigrants in 2016 were naturalized U.S. citizens. 1579
