(KGTV) — In tradition with ‘Free Comic Book Day,’ the city of San Diego is giving away 5,000 comic books to patrons at 36 locations on May 5th, 2018.Local libraries are participating from 9:30 a.m. to 6 p.m. and have two comic titles available: Star Wars Adventure and Transformers Unicron. SAN DIEGO (KGTV)-- It's been more than a year since the first legal cannabis transaction took place in the City of San Diego. Marijuana industry professionals gave members of the City Council an update on revenue, but also pushed for updated laws.The City if San Diego found out that going green generated green. Since San Diego voters approved of Measure N or the Cannabis Business Tax in 2016, the City’s general fund has increased by .3 million. It's the culmination of a 5% tax from the 14 legal pot shops within the city in 2018.Dallin Young with the Association of Cannabis professionals also updated Council members that crime numbers around marijuana establishments are close to none. However, Young also expressed the industry's hopes for updated city rules. He said the permits are a massive hurdle for pot shop operators. As it stands now, both public retailers and harvesting facilities are only permitted in areas one thousand feet from parks, schools, and churches, 100 feet away from residential areas, and they must be in industrial zones. “Those properties are a little more expensive, they’re off the beaten path, and there are not many available," Young said. Because of these strict rules, Young said future operators struggle to open. More people are applying for permits than what the city has made available. He said the supply and demand for marijuana facilities in the city of San Diego do not align. “We’re just asking for this business and industry to be treated like any other business when it comes to commercial sales," Young said.The industry is also asking the city to consider a place for customers to use their products. Now, people can only smoke pot products if they own their home, or if their lease allows for pot smoking. That is why Young is suggesting the city to approve the opening of a pot version of a hookah bar.“[We are asking for] Consumption at these retail locations or a separate use like a cigar bar or more like a tasting room for a brewery,” Young said.Lastly, Young is hoping the city extends the operating hours for pot shops to match the State's. Currently, the city only allows pot shops to operate between 7 am and 9 pm. The State of California allows for sales between 6 am and 9 pm.“We want to make sure that this industry is thriving and it does well. So if it’s one extra hour, that’d be great," Young said. Young understands that changing rules for a new industry is not easy. But he is hopeful with small changes, it will shift the industry away from illegal sales."I think a lot of people would rather go to a licensed facility than to someone down the street," Young said. 2650

San Diego (KGTV)- Hygiene continues to be a struggle for those living on the streets, especially during the pandemic. Non-profit Duwara Consciousness is helping the homeless gain access to a hot shower.The non-profit uses its food trailer to feed the homeless. On average, they provide about 1,500 meals per week."Our distribution network currently runs as far as San Ysidro and as far north as Carlsbad," says Harisimran Khalsa.But as we continue to experience the COVID-19 pandemic, Khalsa says access to a hot shower was limited for those in need. This prompted her and partner, Davinder Singh, to move forward with their idea of a shower trailer."Hygiene access is just not as frequent. So you do end up coming down with more bugs, more viruses," says Khalsa. "We think that this is really a time when we have to focus on hygiene for our homeless population."The shower trailer contains seven individual stalls, including one that is ADA compliant."It's really critical for our guests that they have a secure environment in which to shower."Khalsa says about 20 people can use the shower per hour. The stalls are cleaned after each use following CDC guidelines.The trailer comes equipped with sinks for people to wash their hands, shave or brush their teeth. It also has laundry services. The non-profit partners with other organizations to provide space and water.Duwara Consciousness plans to launch the shower trailer on Friday officially, but so far, they say users have been grateful for a simple hot shower. 1525

SAN DIEGO (KGTV)- Two families are devastated after their pets go missing. After days of searching, they find out their dogs were adopted from local shelters.“I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, named Cookie, has been missing since Halloween. “Its been really hard. Life is not the same without him.”After searching day and night, the family got word cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted.A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted.“We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila.The El Cajon Animal Shelter and the San Diego Humane Society have holding periods four days for animals with no identification.Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point, that’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society.Both shelters tell 10News they have notified the adopters but they have decided to not return the animals.The families are hoping they will have a change of heart. SAN FRANCISCO (AP) — A California state appeals court has thrown out the sole conviction against an immigrant who fatally shot a woman on the San Francisco waterfront in 2015.The 1st District Court of Appeal on Friday overturned a gun conviction against Jose Inez Garcia-Zarate because the judge failed to instruct the jury on one of his defenses.Garcia-Zarate was acquitted of murder in the killing of Kate Steinle, who was on a pier with her father when she was shot in the back in July 2015.The case of Garcia-Zarate, who was in the country illegally and had been deported five times, touched off a fierce immigration debate.He said he unwittingly picked up the gun wrapped in a T-shirt and it fired accidentally.Garcia-Zarate is in custody and facing federal gun charges. 783
