SCRIPPS RANCH, Calif. (KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group. They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair. They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. The proposed use of the land is planned by the buyer in such cases."10News has learned that KB Home is the "interested party" mentioned in the email. When asked about the neighbors' concerns, they sent a statement reading, "KG Home can't comment on land we don't control or own." 2696

SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California. This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office. He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387
Say goodbye to another 40 Sears and Kmart stores.Sears Holdings (SHLD), the bankrupt parent company of the two retailers, said Thursday that 11 Kmart locations and 29 Sears stores will close their doors in February 2019 — adding to the nearly 200?locations the company has already said will shut down in coming months. The closures are part of Sears Holdings' efforts to drastically reduce costs and find a viable way forward as it moves through bankruptcy proceedings. The company has?been struggling for several years and is drowning in debt.Liquidation sales at the 40 locations "are expected to begin late next week," the company said.Sears Holdings operated about 1,000 stores as recently as February but has been shuttering underperforming stores. When the company filed for bankruptcy last month, it said it only had about 400 stores that could turn a profit. Now, it's in the process of shedding more dead weight. In its bankruptcy filing, Sears named 142 of its worst-performing stores that would shut down in the coming months. That was in addition to 46 stories already pegged for closure. The company will have less than 500 Sears and Kmart stores left open after the additional closures. Here's the list of the 40 stores Sears announced would close Thursday, by state or US territory:ArkansasSears: Airport Way, FairbanksArizonaSears: 4604 E Cactus Road, PhoenixCaliforniaKmart: 26471 Ynez Road, TemeculaSears: La Cumbre Plz, Santa BarbaraConnecticutSears: 470 Lewis Ave, MeridenFloridaSears: 801 N Congress Ave, Boynton Beach FLSears: 3342 Nw Federal Hwy Us#1, Jensen BeachIllinoisKmart: 3443 W Addison, ChicagoKmart: 3250 Clear Lake Road, SpringfieldIdahoSears: 2300 E 17Th St, Idaho FallsIndianaSears: Marquette Mall, Michigan CityMaineKmart: 18 Elm Plaza, WatervilleMarylandSears: 7103 Democracy Blvd., BethesdaMichiganSears: 5575 B Drive N, Battle CreekMississippiSears: 1740 Bonita Lakes Circle, MeridianSears: 1001 Barnes Crossing Road, TupeloNebraskaSears: 3404 W 13Th St, Grand IslandNew YorkKmart: 805 New York Ave, HuntingtonSears: 3065 Route 50, Saratoga SpringsSears: 21182 Salmon Run Mall, WatertownNevadaSears: 4355 Grand Canyon Dr Las VegasNorth CarolinaSears: 3320 Silas Creek Pkwy Winston SalemOhioSears: 987 E Ash St, PiquaPennsylvaniaKmart: 7101 Roosevelt Blvd, PhiladelphiaKmart: 1901 Lincoln Hwy, North VersaillesSears: 1665 State Hill Road Reading, WyomissingSears: 344 Stroud Mall, StroudsburgPuerto RicoKmart: Castro Perez Ave (Pr 122), San GermanKmart: 100 Ave. San, Patricio Guaynabo / San JuanKmart: Betamces 400, Las Catalinas Mall, CaguasSouth CarolinaSears: 2197 Dave Lyle Blvd, Rock HillTennesseeSears: Southland Mall, MemphisSears: 401 Northgate Mall, ChattanoogaSears: 198 Foothills Mall, MaryvilleSears: 1720 Old Fort Pkwy, MurfreesboroTexasSears: 750 Sunland Park Dr, El PasoSears: Longview Texas Mall, LongviewVirginiaSears: 10101 Brook Road, Glen Allen / RichmondWisconsinSears: 2500 Milton Ave, JanesvilleKmart: 6077 S Packard Avenue, Cudahy 3027
