BEIJING, Oct. 25 (Xinhua) -- A senior Chinese official called on the country's lawyers to serve their clients wholeheartedly and be a guard for the legal rights and interests of their clients, at Saturday's opening of the Seventh National Lawyers Congress.     The congress will last through October 27.     He urged Chinese lawyers to strictly abide by the principle of "making facts as the base and law as the yardstick" and follow their code of conduct and disciplines.     Lawyers "should take the safeguarding of social fairness and justice as the fundamental pursuit of value in their practice," said Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau and the secretary of the CPC Central Political and Legislative Affairs Committee (CPLAC).     Under the leadership of the CPC Central Committee and the State Council, China's lawyer system has been gradually improving, while the lawyers' number has kept on increasing and their role has become increasingly clear, according to the senior official.     Zhou urged Chinese lawyers to give top priority to the cause of the Party, the interests of the people, and the Constitution and law, and be an adamantine constructor and guard for socialism with China's own characteristics.     Chinese lawyers should become a promoter for social harmony, he said, noting that the All-China Lawyers Association (ACLA) should bring into full play of its role as a bridge and ligament between Chinese lawyers and the Party and the government.     Present at the opening session were Meng Jianzhu, minister of public security, state councilor and deputy secretary of the CPLAC, Wang Shengjun, president of the Supreme People's Court, and Cao Jianming, procurator-general of the Supreme People's Procuratorate.     According to official website of the ACLA, the congress is its highest governing body. China has some 140,000 lawyers in practice and over 14,000 law firms

BEIJING, Dec. 1 (Xinhua) -- Six Chinese infants might have died from consuming melamine-tainted milk powder, the country's Ministry of Health (MOH) said here on Monday.     Experts with the MOH and provincial health departments had looked into 11 infant death cases since September across the country, and had ruled out connection to the tainted milk powder in five cases, the ministry said on its website.     They could not, however, rule out such possibility in the rest six cases, it said.     Four of the six cases occured in Jiangxi, Zhejiang, Guizhou and Shaanxi Provinces respectively, while the rest two cases occurred in the northwestern province of Gansu.     It did not give any further details.     Previous reports said three babies, including two in Gansu Province and one in Zhejiang Province, had already been confirmed by the ministry to have died from consuming the tainted milk from May to August.     The ministry did not make it clear whether the three confirmed cases were included in the six undecided case.     Meanwhile, 861 infants were still receiving treatment for kidney problems caused by tainted milk powder by last Thursday, the ministry said.     The figure dropped by about 200 from the previous week, when the number of hospitalized infants stood at 1,041.     All together 294,000 infants were found to have suffered from diseases of urinary systems in the ministry's nationwide screening, it said.     Among them, 154 had been in serious conditions, but were all stable by Monday. A total of 51,900 children had been hospitalized and 51,039 had recovered and left the hospital.     Most of the sick children were found to have only sand-like stones in their urinary systems.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday agreed to strengthen practical cooperation in jointly addressing the current global financial crisis.     The agreement came after talks between visiting Chinese Premier Wen Jiabao, who arrived here on Thursday for a visit to the EU headquarters, and European Commission President Jose Manuel Barroso.     Wen told Barroso that China, in its foreign relations, lays a strategic emphasis on developing the comprehensive strategic partnership with the EU, and promoting cooperation to jointly tide over the current difficulties should be a key task for both sides under current circumstances.     To this end, both sides need to trust and respect each other, treat each other equally and aim for mutual benefit, Wen said. In particular, China and the EU should address each other's major concerns and try to stave off disputes, he added.     Barroso said the EU and China have seen close, deep and fruitful relations, and, as two major forces in the world, many global issues cannot be solved without EU-China cooperation.     The EU is ready to promote dialogue and cooperation with China to elevate the comprehensive strategic partnership to a higher level, he said.     To jointly tackle the global financial crisis, China and the EU agreed to expand information exchanges between financial institutions, the central banks and financial supervisory and regulatory bodies.     Both sides pledged to promote trade and investment. China will continue to steadily expand market access and increase import from the EU, while the EU recognized China's achievement in promoting market economy.     Both sides agreed to support cooperation between small- and medium-sized businesses and to deepen cooperation in technological innovation in such areas as energy conservation, greenhouse gas emission reduction and health care.     China and the EU vowed to work together in mitigating and adapting to climate change, agreeing to boost cooperation in developing new energies, new energy conservation technology and a low-carbon economy.     The two sides also reached consensus on close coordination in macroeconomic policies and opposition to trade protectionism.     China and the EU on Friday signed cooperation agreements on aviation, work safety, clean energy and intellectual property rights protection.

BEIJING, Jan. 2 (Xinhua) -- Premier Wen Jiabao has urged Chinese companies to stress innovation to combat the impact of global economic turmoil.     Wen made the remarks as he visited companies, markets, communities and rural areas in China's eastern Shandong Province over the first two days of 2009. He sought to reassure people that the economy would be able to regain steam.     "Try to develop new types of candles to cater to different cultures, which would capture big market share," Wen said during avisit to Qingdao Kingking Group, the world's second-largest candle maker.     During a visit to Haier, the country's largest appliance maker, the premier praised its sales promotion and services in rural areas as a factor stimulating rural consumption, which he said would help ease the impact of the global financial crisis. Chinese Premier Wen Jiabao (C) visits Yatai electric appliances supermarket that sells subsidized household appliances in Jimo City under Qingdao, a coastal city in east China's Shandong Province, Jan. 2, 2009. Wen visited companies, markets, communities and rural areas in Qingdao on Jan. 1-2.     China kicked off a subsidized household appliance program in December 2007 and decided on Wednesday to further expand subsidies for farmers' purchases from Feb. 1 to boost consumption.     "How Haier is dealing with the global crisis tells us there is opportunity amid crisis, and the opportunity lies in innovation, which will not only help shake off the impact of the crisis but also upgrade enterprises," Wen noted.     He said the country would increase subsidies to 15 billion yuan (2.2 billion U.S. dollars) in 2009 from last year's 9 billion yuan. It would increase domestic spending by more than 100 billion yuan.     The policy would remain in force for at least five years, which would increase appliance sales by more than 500 billion yuan, Wen added.     He highlighted the importance of innovation and called for enterprises to design and develop high-quality, low-cost products for rural markets.     Wen also went to a village in Shandong Province to talk with rural families. He reassured villagers that apart from the expanded subsidies, the government also encouraged enterprises to purchase old appliances and allow farmers to trade in older models for new ones as a move to sustain domestic demand.     The premier reiterated "confidence" wherever he went, saying a solid material foundation, stable financial system, abundant cash flow, large domestic markets, appropriate macroeconomic policies and others steps boosted confidence.     Wen said the State Council, or Cabinet, is drawing up two major plans.     One involves 10 programs to expand demand, further detailing and specifying the 10 stimulus measures kicked out last year.     The other includes the readjustment and improvement of 10 pillar industries. Plans for the development of steel industry and automobile industry have been rolled out and others are under way.
