BEIJING, Jan. 20 (Xinhua) -- China on Thursday announced it had introduced a regulation to better manage state compensation funds. The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.

BOSTON, the United States, April 9 (Xinhua) -- China's clean energy market offers huge business opportunities, experts said at the Harvard China Forum here Saturday.In a panel discussion on clean energy, experts who have been keeping a close eye on China's renewable sectors evaluated its market size, development level and current challenges."No matter it comes to wind, solar or any other type of clean energy, the market capability in China is enormous," Peter Evans, GE Energy's global strategy and planning director said.Evans said he believed China has the need to develop all kinds of energy in order to meet its ever-growing appetite for energy, especially against the background of high oil price, which just surged to nearly 113 U.S. dollars a barrel.He also said China now has the capital needed to develop clean energy but lacked the technology, although that would not be a problem since "every abroad company related to clean energy wants to go to China and to grab something."Gong Li, chairman of Accenture Greater China, said that for a better development of China's renewable sectors, sustainable policy support is needed.On current challenges, Li said one big problem is the lack of network to turn clean energy into electricity. WASHINGTON, May 3 (Xinhua) -- People diagnosed with asthma in the United States grew by 4.3 million between 2001 and 2009, according to a new report released Tuesday by the Centers for Disease Control and Prevention (CDC).In 2009, nearly one in 12 Americans were diagnosed with asthma. In addition to increased diagnoses, asthma costs grew from about 53 billion U.S. dollars in 2002 to about 56 billion dollars in 2007, about a six percent increase. The explanation for the growth in asthma rates is unknown, according to the CDC.Asthma is a lifelong disease that causes wheezing, breathlessness, chest tightness, and coughing, though people with asthma can control symptoms and prevent asthma attacks by avoiding things that can set off an asthma attacks, and correctly using prescribed medicine, like inhaled corticosteroids. The report highlights the benefits of essential asthma education and services that reduce the impact of these triggers, but most often these benefits are not covered by health insurers."Despite the fact that outdoor air quality has improved, we've reduced two common asthma triggers -- secondhand smoke and smoking in general -- asthma is increasing," said Paul Garbe, chief of CDC 's Air Pollution and Respiratory Health Branch. "While we don't know the cause of the increase, our top priority is getting people to manage their symptoms better."Asthma triggers are usually environmental and can be found at school, work, home, outdoors, and elsewhere and can include tobacco smoke, mold, outdoor air pollution, and infections linked to influenza, cold-like symptoms, and other viruses.According to the report, asthma diagnoses increased among all demographic groups between 2001 and 2009, though a higher percentage of children reported having asthma than adults (9.6 percent compared to 7.7 percent in 2009). Annual asthma costs in the United States were 3,300 dollars per person with asthma from 2002 to 2007 in medical expenses. About two in five uninsured and one in nine insured people with asthma could not afford their prescription medication."Asthma is a serious, lifelong disease that unfortunately kills thousands of people each year and adds billions to our nation's health care costs," said CDC Director Thomas Frieden. "We have to do a better job educating people about managing their symptoms and how to correctly use medicines to control asthma so they can live longer more productive lives while saving health care costs."

BEIJING, March 24 (Xinhuanet) -- A new study has found that many overweight women and children often underestimate how heavy they are, according to media reports Wednesday.The study, conducted by researchers from Columbia University Medical Center in New York City, surveyed 111 women with the average age of 39 and 111 children aged between 7 and 13.Among the participants, about 66 percent of the women and 39 percent of the kids were overweight or obese.They were shown images of different body silhouettes representing a range of weights, including underweight, normal weight, overweight, obese and extremely obese.The research findings showed that 82 percent of obese women and 43 percent of overweight women underestimated their weight, while only 13 percent of normal weight women did so.As to the children group, about 86 percent overweight or obese kids low-balled their weight.Lead author Dr. Nicole Dumas said, "The implications of this is the overwhelming impact of obesity on children who are growing up in communities where obesity and overweight is the norm rather than the exception."  She added, "Strategies to overcome the obesity epidemic will need to address this barrier to weight loss."
