Over the next few decades, mutual understanding and support gained momentum. In the recent decade, the two sides have witnessed even closer ties and have maintained coordination and mutual support in international affairs.     In January 2004, during Chinese President Hu Jintao's visit to the Arab League headquarters in Cairo, China and the Arab League announced the establishment of the China-Arab States Cooperation Forum.     In the following several years, a variety of cultural exchange activities has deepened understanding between both sides, and the forum became a new platform for promoting China-Arab friendly relations.     With an accelerated pace of globalization, peoples of different cultural backgrounds have the urgent need for mutual understanding and learning from each other, only through which a solid foundation can be laid for sustainable cooperation between different nations.     China and the Arab countries are all developing countries, which share a common aspiration of peace, stability and development. In recent years, both sides have continued to strengthen economic and trade exchanges, high-level visits and cultural exchanges.     Both sides, therefore, have every reason to believe that through more dialogue and exchanges, the Chinese civilization and Islamic civilization will be able to continue to enrich themselves, respect each other, co-exist harmoniously and develop together in a world that embraces diversity, and both sides will adopt a strategic perspective and proceed from the long-term interests of the peoples on both sides to unswervingly promote the stable and comprehensive development of the China-Arab relations and open a new chapter for the China-Arab friendly and cooperative relationship.

BEIJING, Dec. 15 (Xinhua) -- Senior officials of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) pledged here Tuesday to improve relations between the two states and parties. "As neighboring socialist countries, China and Vietnam share broad strategic interest, and are capable of improving bilateral ties," said He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee and head of the CPC Central Commission for Discipline Inspection.     During a one-hour meeting at the Great Hall of the People in downtown Beijing, He briefed To Huy Rua, a member of the Political Bureau of the CPV Central Committee, on CPC's experiences and latest decisions on party building. WASHINGTON, Oct. 22 (Xinhua) -- The military-to-military ties between the United States and China have a vital role to play in the development of an active, cooperative and comprehensive bilateral relationship, Secretary of State Hillary Clinton told retired generals from both countries here on Thursday.     In a meeting with participants of an exchange forum between retired generals of the two countries, Clinton said President Barack Obama attaches great importance to the growth of interactions between the two militaries. Exchanges between retired generals of the two militaries, Clinton said, could play an important role in facilitating a healthy development of military-to-military relationship between the United States and China.     Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said at a separate meeting with the retired generals that the Obama administration fully supports exchanges of this kind and hopes that such interactions could continue on a regular basis.     Through in-depth and extensive dialogues of this kind, Campbell said, the two militaries could increase mutual understanding and trust and promote growth of constructive cooperation between the two sides.     Xiong Guangkai, former vice-chief of general staff of the Chinese People's Liberation Army, is heading the Chinese delegation.

BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.
