San Diego (KGTV)- After a second vote, a marijuana production facility is given the green light to move forward. Dozens of people, on both sides of the issue, were there as city leaders made their decision. Planning commissioners voted 4 to 2, giving business leaders the conditional use permit they needed to move ahead with plans. “We’re elated that the decision was in our favor,” says Jared Angell, CFO of THinC. “We followed all the rules and regulations and were glad to see that the planning commission could uphold that.”Business leaders were hoping for this decision after a deadlock vote of 3 to 3 last week. The over 21,000 square feet building on Ruffner Road will be used for the marijuana production site. During today’s vote, some planning commissioners asked that the building, moving forward, be more transparent by adding more windows. Commissioners also requested storage items be housed on the top level. Community members were concerned about the safety and future of their neighborhood, but business leaders say ThinC is committed to working with everyone.“We reached out to a lot of local business and community members, and we’ve been working with them to ensure that our business will not negatively affect them in any way,” says Angell. “It sends a strong message about the strength of community,” says community member Ping Wang. “I would be overjoyed for our community coming together, banning together, and supporting each other.”The site will be used for manufacturing and distributing marijuana products. SAN DIEGO (KGTV) -- U.S Customs and Border Protection apprehended two suspects wanted in connection to both an attempted homicide and a homicide Wednesday afternoon. According to CBP, the incident began Wednesday around 3:30 p.m. at the Otay Mesa Port of Entry after a 35-year-old U.S. citizen entered the crossing with two other U.S. citizen passengers, a 37-year-old man and a 20-year-old woman. The vehicle was escorted to a secure location for processing after officers were alerted that one of the travelers was wanted. After investigating the situation, officers learned that the driver, Monica Cecilia Jimenez was wanted for attempted murder and Omar Alapizco was wanted for homicide by the Oceanside Police Department for the same crime. U.S. Marshals and the Oceanside Police Department responded and took custody of both Jimenez and Alapizco. 861

SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. SAN DIEGO (KGTV) A local conservation group came dangerously close to running into the armed kidnappers who snatched a California tourist and her guide while on safari in Uganda. Kim Endicott and her driver were abducted at gunpoint from the Queen Elizabeth National Park across the border from Congo on April 2.They were released over the weekend. Details of the negotiated release have not been made public. Bill Toone is the director and founder of Ecolife Conservation in Escondido. He and several other members were leaving the park just as Endicott's group was arriving. Their guides stopped to talk. Endicott's group left and returned to their lodge. They returned to the park roughly four hours later. That's when they were ambushed. "I'm a little surprised that it ended as positively as it did. It could have obviously been really awful, and I kind of thought it might be, so it's thrilling that she's out of there," said Toone. Among other things, Ecolife Conservation provides safe, fuel efficient stoves for homes in remote areas of the world. The group has been working in Uganda for seven years. Toone said he's never felt unsafe. He was shocked to learn of the kidnappings."First of all, it's low season there and so there are very few tourists around anyway, so I guess that is why we became a target, it made it a little simpler, or she became a target," said Toone. SAN DIEGO (KGTV) - Vandals damaged a park in Sabre Springs Thursday night, dumping sand into toilets and scrawling inappropriate graffiti on the walls. Trash cans were emptied out and piles of wood chips were dumped along the entrance to the South Creek Neighborhood Park. The clogged toilets and sinks caused minor flooding in the bathrooms. Some of the plumbing was also damaged, according to the San Diego Police Department. City crews cleaned up the mess by the afternoon. Police were still searching for the culprits Friday. 537
