The concept of universal basic income is getting new attention amid the COVID-19 pandemic. It’s the idea of giving out recurring payments to everyone without any strings attached.Stockton, California, has been testing this with 125 people, giving them 0 per month. They've been getting that money for more than a year and it was supposed to stop this summer, but the mayor extended the money until January because of the pandemic.More mayors are getting on board with the idea. Fifteen joined the organization Mayors for a Guaranteed Income. They're looking into launching pilot programs in their cities.We spoke with an economics professor who says the pandemic stimulus payments can be seen as a form of universal basic income.“Seeing that I think it must make the idea more real and at the same time it's pretty clear at this very moment why you might find this idea appealing,” said Ioana Marinescu, an assistant professor at the University of Pennsylvania. “That's because, again, a lot of people have lost income. There's a clear need for income security.”In the case of the stimulus checks, it's not people's fault they lost their income.With universal basic income, critics say people may not be deserving of the money. Marinescu believes the stimulus may be helping change the perception. She points to money people receive in Alaska from oil revenue. She says people aren't any less likely to work.In Stockton, they've found people are using the money for necessities like groceries and utility bills.How universal basic income, or UBI, gets funded is a big question.“One interesting thing that has happened with the stimulus checks is the idea that people had of saying it's going to be based right now on your past income and we'll potentially tax it away later after we're out of this hole,” said Marinescu. “So to me, that's a potentially important lesson for a potential UBI.”The president of the nonpartisan Center on Budget and Policy Priorities wrote that paying for universal basic income from new taxes isn't the way to go. He says we already need a lot of money to keep social security and Medicare going.Stockton's mayor says money from the pentagon budget or tax money from the legalization of marijuana could work. He's paying for his city's current pilot program with a grant and a private donation.Other cities looking to start pilots are considering forming public-private partnerships or working to find room in the city budget. 2467

The Food and Drug Administration approved on Wednesday a treatment for the Ebola virus. This is the first FDA-approved treatment for Zaire ebolavirus infection in adults and kids.Zaire ebolavirus is one of four Ebola virus species that can cause potentially deadly infections. The three antibodies work together to bind to the glycoprotein on the surface of the Ebola virus and block it from entry into the body’s cells.Inmazeb was tested in the Democratic Republic of the Congo during an Ebola virus outbreak in 2018-2019 through a partnership between the local government and the National Institutes of Health.A vaccine for Ebola virus was approved by the FDA in December 2019.Regeneron is also the company behind an experimental antibody cocktail that was given to President Donald Trump following his diagnosis of COVID-19, and which he said “cured” him. Trump was also prescribed the antiviral drug remdesivir and the steroid dexamethasone at the time.Regeneron’s COVID-19 treatment is a mix of two powerful antibodies that are believed to boost the immune response to the coronavirus. Early results seem promising, according to initial tests and a press release from the company.The company has submitted an application to the FDA to get emergency approval of their COVID-19 treatment. 1525

The deaths of 22 more children from flu-related causes were reported Friday by the US Centers for Disease Control and Prevention in its weekly surveillance report.Those deaths bring the total number of children reported to have died to 84 since October, when the current flu season began. The Democratic National Committee is suing the Trump campaign, Russia, WikiLeaks founder Julian Assange and several associates of President Donald Trump alleging a grand racketeering, hacking and fraudulent conspiracy that harmed Democrats through WikiLeaks' publication of internal party emails during the 2016 presidential campaign.Those named in the lawsuit include several top Trump advisers who attended the now-infamous June 2016 meeting in Trump Tower, longtime Trump confidant Roger Stone, former Trump campaign chairman Paul Manafort and former campaign adviser George Papadopoulos and others.The 66-page lawsuit filed in Manhattan federal court on Friday lays out how the Trumps curried favor in Russia through their family business, and then Russia allegedly worked with Trump advisers before the presidential election to disseminate the spoils from a cyberattack of the DNC.The Democratic Party says the conspiracy and the hacking hurt their relationship with voters, chilled donations, disrupted their political convention and subjected their staffers to harassment. The lawsuit outlines nearly every known communication between Trump advisers and Russians.The Washington Post first reported the lawsuit.Special counsel Robert Mueller was appointed by Deputy Attorney General Rod Rosenstein last year to investigate Russian efforts to interfere in the 2016 election. As part of that mandate, Mueller is empowered to investigate any links between the Russian government and Trump campaign associates.The US intelligence community has concluded that Russian President Vladimir Putin ordered "an influence campaign" in 2016 with the goal of undermining public confidence in the US democratic process and eroding Hillary Clinton's chances of winning the presidency.Trump, however, has repeatedly insisted that there was no collusion between his campaign and the Russians, and has denounced the special counsel investigation as a "witch hunt."In the summer of 2016, the Democratic National Committee went public with claims that Russians hackers had gained access to their computer systems, obtaining emails and opposition research against Trump.Then, just days before the Democratic National Convention when Clinton was set to receive the party's presidential nomination, WikiLeaks published tens of thousands of hacked DNC emails.The release of the emails, which included messages disparaging Bernie Sanders, threw the Democratic Party into turmoil at a moment when the party was supposed to be coming together in support of a nominee, and intensified in-fighting between supporters of Clinton and Sanders.  2630

  

The Coca-Cola Co. says it’s laying off 2,200 workers, or 17% of its global workforce, as part of a larger restructuring aimed at paring down its brands.The company said around 1,200 of the layoffs will occur in the U.S., with around 500 of those eliminated in Atlanta, where the company is based.These layoffs come after the beverage company offered buyouts to about 4,000 employees in August.
