SAN DIEGO (KGTV) - San Diego firefighters found themselves in an unusual position Thursday, battling flames inside a city water tower. The fire broke out as crews were demolishing the tower on federal property in Point Loma. Officials said some of the materials the demolition team was using to cut the tank apart caught the scaffolding on fire. “The wind today drove that fire and blew it very quickly,” a firefighter told 10News. With much of the tower covered in plastic, firefighters had to go inside, climbing through scaffolding with their hoses. “The potential for three rescues and the hook and ladder trucks out here, I thought maybe this is a serious event but they seem to have it completely under control,” said neighbor Casey Schnoor. Firefighters spent the afternoon hosing down the rest of the tower as a precaution. 839

Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) - San Diego Police announced Wednesday the arrests of two young men on suspicion of burglaries in Scripps Ranch and La Mesa.Joshua Guillen, 22, and Daniel Gomez, 18, were identified through photo recognition and D.N.A. evidence, police said.The Scripps Ranch burglary happened at a home on Red Cedar Dr. in May. 10News spoke with the homeowner, Bob Arban, who said he received an alert on his phone, indicating someone inside his home.RELATED: Owner watches burglary live on surveillance cameraSeveral items were stolen before police arrived.  Arban's home surveillance video was used to track down the suspects.Police said Guillen and Gomez were also identified in another residential burglary in La Mesa.  762

SAN DIEGO (KGTV) -- San Diego home values continue to grow as the market shows signs of slowing, according to a report by Zillow. The company says the median home value in San Diego currently sits at 1,500, rising just over one percent year-over-year. According to Zillow, at this time last year, home values were growing by about 6.1 percent. San Diego’s housing inventory also increased over the last year, jumping six percent. According to the site, there are 531 more homes on the market than last July. In the rest of the U.S., the median home is worth 9,000, up 5.2 percent from a year ago. By this time last year, home values in the U.S. rose at 7.7 percent. Despite the slowing trend, Zillow says home values are still growing in 48 of the top 50 markets. Zillow says San Jose and San Francisco are the exceptions, indicating stabilizing values following a period of extreme growth. 906
