DEL MAR (CNS) - Border Patrol officials Friday announced that 21 arrests were made earlier this week stemming from a foiled human smuggling operation off the coast of Del Mar.Border Patrol agents spotted a "suspicious vessel" near Dog Beach at about 3 a.m. Tuesday, which was later identified as a panga boat dropping off 16 Mexican nationals.In anticipation of a landing at Camino Del Mar, agents arrived to find a group of people clad in life jackets running toward three vehicles, according to the U.S. Border Patrol.One vehicle was stopped near the scene, while the other two sped off, the Border Patrol said.A 68-year-old U.S. citizen behind the wheel of a 2003 Mazda minivan was arrested along with eight passengers who were Mexican nationals. Two other vehicles were pursued to a hotel in Carlsbad, where the drivers -- both U.S. citizens -- were arrested with eight Mexican nationals who were passengers.According to the Border Patrol, U.S. Coast Guard officials intercepted the panga boat as it was attempting to depart the area, and two Mexican national men aboard were arrested.Border Patrol officials said five people will face human smuggling charges in connection with the incident, while one boat passenger will face charges for re-entry after prior removal. (CNS) - An 80-year-old motorist was found dead today inside her crashed car at the bottom of an embankment alongside a dirt road near the Sycuan Casino.A hiker came upon the crumpled gold Lexus ES300 roughly a half-mile from the southern terminus of Sycuan Road in the rural Dehesa area about 8 a.m., according to the California Highway Patrol.The driver's name was withheld pending family notification. Her car apparently veered off an unpaved rural byway on the grounds of Sycuan Indian Reservation, careened down the adjacent hillside and struck a large oak tree."The Lexus was equipped with a lap- and shoulder-belt restraint system along with an airbag system," CHP public-affairs Officer Travis Garrow said this afternoon. "At this time, it does not appear the (motorist) was wearing her seat belt at the time of the (accident)."When the crash occurred was unclear, though a camera at a nearby guard shack captured images of the Lexus passing through the area about 2:30 p.m.Tuesday, according to Garrow. Why the woman was driving over such remote and rugged terrain also was unknown, though intoxication was not believed to have been a factor in the fatality, the spokesman said. 1209

DETROIT — The Detroit Free Press/Chemical Bank Marathon is the only International Marathon in the United States.Crossing the U.S.-Canadian border is the highlight for many runners, but this year two marathoners crossed another major threshold during the 26.2-mile run.Whitney Black and Steven Phillips started the Detroit Free Press/Chemical Bank marathon engaged, and sealed the deal halfway to the finish line.What’s even more mind blowing than a mid-marathon wedding is that no one thought Black would ever be able to walk down the aisle, let alone run. She was seriously injured in an accident more than 10 years ago and then hit by a car while running 18 months ago."Twenty-one surgeries in total, (Black) was told she may never walk again," says McCann Black, Whitney's brother. "I’m just so proud of her, watching her set these goals and then blow through them has helped our family a great deal."Today, 13.1 miles into her very first full marathon, Black married her “sole mate,” Phillips. Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes. Deputy Attorney General Rod Rosenstein has clearly indicated he wants special counsel Robert Mueller's probe to conclude as soon as possible, Bloomberg reports, citing a U.S. official.President Donald Trump's lawyer Rudy Giuliani said in May that Mueller's office was aiming to finish its probe by September. Some elements of the wide-ranging investigation appear be wrapping up, as a handful the defendants who pleaded guilty move on to sentencing. (KGTV) -- Leaders with SANDAG, North County Transit District, and the chair for California's Transportation Committee met Friday off 7th Street in Del Mar to get a closer look at their bluff stabilization 0 million project, now 20 years in the making. Additions include sea wall improvement and a drainage system that runs parallel to the train tracks.NCTD Executive Director Matt Tucker said "We feel really confident. It'll secure the bluffs to allow continued safe movement on the corridor and it'll give time for the exact project we want to pursue and gain, to allow funding for a permanent solution."Natural disasters like heavy rain are a big concern that would cause tracks and bluffs to crumble down. After countless collapses in the past, beachgoers like Chris Smith, are often worried.Smith told ABC 10News, "I feel comfortable but in the back of my mind you know something could always happen." He also said awareness by leaders is a plus but the tracks should be moved entirely. "With the impact to what the train is providing to the cliff, at some point there's gonna be a negative impact to it," Smith added.Leaders said the new additions will buy them about 30 years, to plan a more permanent solution which could involve moving tracks into a tunnel system.Phase 5 of the project is slated to begin next summer, while plans for phase 6, the final phase, is still in the works. 1419
