BEIJING, May 12 (Xinhua) -- The China-Arab Cooperation Forum has become an important platform to enhance collective dialogue and cooperation between China and the Arab world, said Chinese Foreign Minister Yang Jiechi here on Wednesday.Yang made the remarks in a meeting with his counterparts from Arab countries attending the fourth Ministerial Meeting of the China-Arab Cooperation Forum, scheduled on Thursday and Friday in north China's port city of Tianjin.Yang hailed the steady growth of China-Arab friendly cooperative ties based on the Five Principals of Peaceful Co-existence and features mutual trust, benefits and support.He said the two sides had set up more than ten cooperative mechanisms covering politics, economy, trade, culture and education since the China-Arab Cooperation Forum was launched six years ago.The upcoming ministerial meeting is an important one to push forward further development of the forum mechanism, he said."China is ready to join hands with the Arab side to boost new progress of our cooperation, in a bid to benefit the two peoples," said Yang.Participants attending the meeting include Somali Minister of Foreign Affairs Ali Jama Ahmed Jengeli, Jordanian Minister of Foreign Affairs Nasser Judeh, Lebanon Minister of Foreign Affairs Ali Shami, Mauritanian Minister of Foreign Affairs and Cooperation Naha Mint Mouknass, Libyan Secretary for Foreign Liaison and International Cooperation Mousa Kousa, Minister of Foreign Affairs Sheikh Abdullah Bin Zayed Al Nahyan of the United Arab Emirates and Secretary-General Amr Mahmoud Moussa of the League of Arab States.They told Yang the Arab countries highly values their relations with China, eyeing the up-coming meeting as a new start to further boost Arab-China cooperation in various areas.Foreign ministers and officials from China and 22 Arab states will attend the two-day meeting in Tianjin.

BEIJING, April 27 (Xinhua) -- Suspected criminals found innocent or those whose cases prosecutors drop after excessive long periods of detention should be compensated by the state, according to a law amendment discussed by lawmakers Monday.The draft amendments to the State Compensation Law were submitted for their fourth reading to a four-day session of the National People's Congress (NPC) Standing Committee, or the top legislature.According to the Criminal Procedure Law, police can detain those committing crimes or suspected of crimes. The first plenary of the 14th session of the Standing Committee of the 11th National People's Congress (NPC), is held in Beijing, capital of China, on April 26, 2010.The Criminal Procedure Law says police should limit detention to three days and bring cases to prosecutors within those three days.The period could be prolonged by one to four days "in special cases," and to a maximum of 30 days for extremely serious crimes.Members of the NPC Standing Committee say the draft amendments should explicitly stipulate that those who have been detained illegally are entitled to compensation. Those who have been detained beyond the legally permitted period should be entitled to state compensation, the members said.Hong Hu, vice chairman of the NPC Law Committee, briefed lawmakers on the draft amendments.According to the NPC, the amendments aim to better defend people's rights from being violated by the State.It is hoped the amendments will enhance protection of detainees' rights.The current law took effect in 1995.State laws or amendments usually go through at least three readings before being adopted by China's top legislature.Top legislator Wu Bangguo presided over the session which opened Monday.
BEIJING, April 12 (Xinhua) -- In a bid to further regulate the selection and promotion of government and Party cadres, the Communist Party of China (CPC) turned to the public for help in its four newly released documents."One breakthrough of these rules is we shift the focus from simply supervising the procedures of cadre selection and promotion to also weighing in what the colleagues and the locals think about," said a statement released Monday by the Organization Department of the CPC Central Committee.The four documents, promulgated on March 31 by the General Office of the CPC Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.According to the new rules, personnel departments should consult staff within the organization on every newly appointed officials. The results, paired with local Party committees' official report on personnel changes, will be submitted annually to superior Party committees' for review.These opinions will also be incorporated into the work evaluation of officials in charge of local cadre selection and promotion.In serious cases, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.To better solicit public opinions, Party committees at provincial levels across the country are moving to open online service and telephone hotline for whistleblowers to report such violations.According to the rules, personnel departments must carry out investigation based on detailed reports from the public and the media.
