CHULA VISTA, Calif. (KGTV) - Experts at the Living Coast Discovery Center are keeping a close watch on their animals after a student jumped into a shark enclosure on Tuesday. The video featured a Montgomery High School student climbing on rocks before jumping in the enclosure and swimming a lap. LCDC officials believe the student took part in the stunt on a dare. The boy was not in any danger from the sharks, which were primarily sharks that don't like to be spooked, experts said. "They don't like to be scared by all those quick motions and loud noises," said Elizabeth Argyle, the director of education and guest experience for the center. "You don't know the consequences that you're going to create, and for the animals, they get spooked by it." None of the animals were harmed. The center's care staff said their animals are doing well and a veterinarian performs check-ups weekly. The student’s actions took place weeks before the center is set to open a new display. The exhibit, called the "Sea of Change" will be about co-existing with and respecting animals, focusing on how humans can live with them harmoniously, said Argyle. "We're very deeply disappointed in the actions that some of these students chose to do," Argyle added. She hopes this incident will serve as a teachable moment for others. The Sweetwater Union High School District said the teen’s behavior was inappropriate. School officials are working with LCDC to prevent similar incidents from happening again and create an opportunity for appropriate restitution for the student. 1568

CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south. The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda. But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. "We can change or back out, if you want to call it that, if our concerns are met, and that is the conversation we want to have, and we have asked to have."RELATED: Port of San Diego, Chula Vista moves forward with bayfront developmentMeanwhile, public officials and the business community are hoping the project moves forward without delay."Our business community and our citizens of South County deserve the change to have this economic prosperity brought to their portion of the region," said Cindy Gompper-Graves, who heads the South County Economic Development Council.Hertz and Enterprise, challenging the fee as an illegal tax, did not immediately return calls seeking comment. The rental car fee is expected to raise million a year. 2046

CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203
