EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man. The man first threw a closed pocket knife at the girl before pulling machetes out of his pants, Tammy Brown said.According to La Mesa Police, Graham threw knives at the girl and chased her until she ran into a Subway sandwich shop to call 911. Dr. Anthony Fauci, the government's top infectious disease expert, said during a Senate hearing Tuesday that he was "very disturbed" by the recent spike in COVID-19 cases and said it's conceivable that the U.S. could see as many as 100,000 new infections a day should trends continue."We are now having 40,000+ new cases a day," Fauci said. "I would not be surprised if we go up to 100,000 a day if this does not turn around."Also during the hearing, Fauci said he's "concerned" about how some states have gone about reopening their economies and said he's observed some states "skipping steps" on federal government guidelines."I am also quite concerned about what we are seeing evolve right now in several states, Fauci said. "When states start to try and open again, they need to follow the guidelines that have been very carefully laid out with regard to checkpoints.""What we've seen in several states is several iterations of that. Perhaps, in some, going too quickly and skipping over some of the checkpoints," Fauci said.Fauci did not say which states he believed skipped checkpoints but singled out Arizona, California, Florida and Texas as containing more than 50 percent of new infections.The White House and Centers for Disease Control and Prevention have recommended that states follow a three-phase reopening plan and meet several criteria before proceeding to each phase. Those criteria include a downward trajectory of documented cases within a 14-day period and a downward trajectory of positive tests as a percent of total tests within a 14-day period.Fauci's comments came during a Senate Committee on Health, Education, Labor, and Pensions (HELP).Among the other health experts who attended the hearing were CDC Director Robert Redfield, FDA Director Stephen Hahn and Assistant Secretary for Health Adm. Brett Giroir.The hearing comes as several states struggle to contain the virus as they start to reopen amid a nationwide jump in case counts.The U.S. reported upwards of 40,000 new COVID-19 cases on Friday, Saturday and Sunday — some of the biggest daily spikes since the pandemic began.The increase is evident in more than half of the states in the nation. Florida, Texas and Arizona are getting hit especially hard.In the Sunshine State, beaches have closed for the upcoming Fourth of July holiday.For its part, Texas has begun scaling back the reopening of its economy. 2404

Many of these services were forced to close during the height of the pandemic.“The increase in the proportion of ED visits for children’s mental health concerns might reflect increased pandemic-related stress and unintended consequences of mitigation measures, which reduced or modified access to children’s mental health services, and could result in increased reliance on ED services for both routine and crisis treatment,” the CDC said. 1306
