That’s what many San Diego County restaurant owners felt after hearing the county has suspended enforcement activities on restaurants, for now.A judge’s ruling Wednesday allowed two strip clubs to stay open, and in a surprising twist, extended to the restaurant industry, allowing for in-person dining.While the county sorts out what it will do next, some restaurants are taking the opportunity to reopen for in-person dining, even if it’s short-lived.“I was thrilled to hear the judge’s ruling,” said Julian Hakim, co-owner of The Taco Stand. “I wish there was, even now, a little more clarity. We know the county is not going to enforce, but we’re not sure if ABC who holds our alcohol licenses or others choose to keep enforcing.”Hakim is cautiously optimistic and will now offer minimal outdoor dining options at his locations in downtown San Diego, La Jolla, Encinitas, and North Park.“I’m still prepared for anything,” he said. “There really isn’t any evidence that sitting outside is contributing to the COVID cases; I think there’s evidence of people being inside, so I would agree with that, and I wouldn’t open inside just yet.”Mikko Sushi’s Escondido, Carlsbad, and Vista locations reopened for outdoor dining and indoor dining at 25% capacity Thursday.“We decided to open with all the safety guidelines that are mandated by the county and state we will follow that,” said Mikko Sushi co-owner Mia Davis. “We debated actually, should we really open or not, but after thinking through overnight, many of our employees need jobs, this is right before Christmas, and they need to put the food on the table, they need to pay their rent.”Davis said she had to furlough 70% of her employees after the latest restrictions on restaurants went into place, and they could only offer takeout.Both Davis Hakim said they have many safety precautions in place, and they’re following what happens next closely.“We take this COVID-19 seriously, and we know the cases are increasing, and we just want to follow the rules.” 2069

SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) — FBI investigators are searching for a woman wanted in two grocery store bank robberies.The woman, described as a Caucasian blonde in her 20s standing about 5-feet 6-inches tall, is believed to be behind two heists in La Mesa and Rolando areas this month.On Sept. 12, investigators say the woman walked into a US Bank inside the Vons grocery store at 6155 El Cajon Blvd. just before 3 p.m. She presented a demand note to the teller and fled with an unknown amount of cash. SAN DIEGO (KGTV) — Governor Gavin Newsom and the state Attorney General California officials served a cease-and-desist letter to two San Diego strip clubs operating amid the state's stay-at-home order.The letter to the attorneys representing Pacers Showgirls and Cheetahs Gentleman's Club said the state has been informed the locations are operating indoors despite restrictions forcing restaurants to offer only take-out and delivery services under the order.The letter was sent by state Attorney General Xavier Becerra on behalf of Governor Gavin Newsom and the Department of Public Health."We are informed and believe that MIDWAY AND F-12 are continuing to conduct indoor operations notwithstanding the Regional Stay at Home Order currently in effect in the County of San Diego. SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks.
