EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. EL CAJON (KGTV) – An El Cajon property owner said a police pursuit in March that ended at her property has led to questions over repairs.Jenny Wu has owned the property in the Villa Madera condominium complex on Mollison Avenue for more than a decade. On March 19, a vehicle crashed into her home, causing extensive damage.According to Wu, she had two elderly renters living there at the time of the crash, with one ending up in the hospital. She said she gave the information about what happened to her homeowner’s association immediately following the incident.More than five months after the crash, her property is still boarded up.Through her translator, she said the HOA wanted to investigate. Wu and her son said communication from the HOA and the property management company on the process to fix the condo has been spotty.Dan Zimberoff is an attorney who specializes in HOA matters.He is not involved in the case, but said the association typically insures common area.“When you have a singular affected homeowner like you do here, many times I see the association allows that homeowner have direct access with the adjuster. It just streamlines the processes and allows that direct communication,” Zimberoff said.Wu was one of the many temporarily laid off from her job at a local casino because of the pandemic. She still pays HOA fees at her condo, which adds up to roughly 0 per month.The president of Property Management Consultants said Team 10 has “been told many inconstancies [sic].” President Hugh Maynard said the insurance company would be contacting Team 10 with information, but the company never reached out. Maynard said the owner did not carry their own insurance and the HOA is paying the deductible.He added that they have kept the “family up on every turn of events” and showed Team 10 emails as proof. Wu’s son, who has been helping his mother with communication, admitted there have been emails exchanged with the property management company, but it has not been consistent.Maynard said the insurance company was controlling the rebuild, adding that the City of El Cajon condemned the unit.A spokesperson for the City of El Cajon confirmed the unit was tagged as structurally unsafe and permits will be required to repair it. As of this week, no permits have been applied for, said spokesperson David Richards.“I want them to fix the problem as soon as possible,” Wu said through her translator. EL CAJON, Calif. (KGTV) - The San Diego Sheriff’s Office is investigating how several pounds of narcotics wound up magnetized to a man’s truck.A Mexican citizen who lives in Tijuana but works in El Cajon noticed a strange object in his fender Thursday morning and called authorities.Deputies found 4 packages containing roughly 5 pounds of narcotics hidden underneath the man’s pickup truck.The man’s next door neighbor informed them that they had seen men tampering with the victim’s truck overnight.“It’s our feeling that someone targeted this car because he could cross the border every day with the SENTRI pass and they were probably waiting to collect the narcotics later today,” said Sgt. Tim Chantler of the Sheriff’s office.Drivers with a SENTRI pass can travel in establishes dedicated commuter lanes to and cross the border faster after applying and being prescreened. Deputies are awaiting test results for the drugs but suspect either meth, heroin, or fentanyl.The driver is not considered a suspect as he called 911, according to authorities. “I would be checking my vehicle every day before I cross the border” said Sgt. Dick's Sporting Goods, the nation's largest sporting goods retailer, will stop selling assault-style weapons like the one used in the Parkland, Florida, high school shooting.The company said it will also raise the minimum age for all gun sales to 21. Dick's will not sell high-capacity magazines that allow shooters to fire far more rounds than traditional weapons without reloading, as well as other accessories used with weapons similar to the AR-15.The Parkland shooter, Nikolas Cruz, bought a gun at Dick's. The company said he did not buy the AR-15 that he used in the school shooting there.The company stopped selling those military-style semiautomatic weapons in its Dick's-branded stores after the Sandy Hook elementary school shooting in 2012, but it continued to sell those weapons at its 35 Field and Stream stores.Now it will pull those weapons from all of its stores.Walmart, the nation's largest retailer and a major seller of firearms, announced it would stop selling the military-style semiautomatic weapons in August 2015.There have been widespread calls for tougher gun control measures in the week since the school shooting.
