SAN DIEGO (KGTV) -- San Diego State University will begin testing all students who live on campus for COVID-19, the school said Tuesday.According to the university, the testing will start on September 16. After the initial phase of testing, the school will begin testing students at random. “Following the initial phase of benchmark testing for all students in residence this week, we will then launch random testing for the on-campus housing population. During each round of testing, a set of individuals from each residential community group will be randomly sampled to be re-tested,” the school said.The news comes as 648 students tested positive or presumptive positive for the virus.According to SDSU, 644 students have so far tested positive for the virus. SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. SAN DIEGO (KGTV) - San Diego Police said a man who was trying to sell basketball tickets Friday robbed a victim near San Diego State University as the NCAA basketball tournament was underway.The robbery happened about 11 a.m. in the east alley of 5100 College Ave., police said. The location is behind the ARCO gas station at the corner of Montezuma Rd.Officers said the suspect stole the victim’s money and may have been carrying a small knife. The victim was not hurt.The suspect ran toward the Aztec Student Union and was last seen near Campanile Drive.Police said the suspect is a black man in his late teens, about six-feet tall and 120 pounds. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. SAN DIEGO (KGTV) — San Diego State's coronavirus cases among students continued to rise over the weekend, spiking more than 100 cases in two days.On Sunday, the college reported 286 confirmed or probable COVID-19 cases among on- and off-campus students.
